Care First Community Initiative (CFCI) is a Nigerian NGO advancing human rights, social welfare, and livelihoods for vulnerable groups through Food Security, Research, Livelihoods, Education, Shelter/CCCM/NFI, Warehousing & Logistics, Nutrition, Health, Protection/Access to Justice, Advocacy/Information, and WASH.

Duration of Contract: 6 Months
Reporting to: Program Manager

Role Purpose:

The MEAL Officer is responsible for project performance monitoring, ensuring outcomes and impact are tracked and documented. The role holder creates standard operating procedures to ensure CFCI accountability to donors and beneficiaries, manages protection data, and supports organizational learning. The officer will contribute 20% of their time to this project.

Child Safeguarding:

Level 2 — Responsibilities may involve handling sensitive child protection data and access to information about children.

Scope of Role:

Reports to: Program Manager
Staff reporting to this post: MEAL/CFM Assistant, Monitoring Enumerators, WASH Monitors

Key Areas of Accountability:

Monitoring and Evaluation

  • Design and implement monitoring frameworks and tools
  • Collect, analyze, and report on project performance data
  • Track progress against project indicators and targets
  • Conduct baseline and endline surveys as required

Data Management

  • Establish secure data management systems
  • Ensure data quality and accuracy
  • Manage protection and beneficiary data ethically
  • Maintain data confidentiality and security

Accountability and Reporting

  • Prepare regular monitoring and evaluation reports
  • Document project activities and outputs
  • Create accountability reports for donors and stakeholders
  • Support compliance with reporting requirements

Standard Operating Procedures Development

  • Develop SOPs for data collection and monitoring
  • Create templates and monitoring tools
  • Document project processes and procedures
  • Ensure standardization of monitoring activities

Learning and Documentation

  • Facilitate organizational learning processes
  • Document lessons learned and best practices
  • Support knowledge management and information sharing
  • Conduct periodic review meetings and assessments

General:

  • Carry out any other MEAL-related duties as decided by the Program Manager
  • Comply with and promote all CFCI policies

Qualifications:

  • Bachelor Degree in Statistics, Development Studies, Public Health, Economics, or related field
  • 3+ years of experience in monitoring and evaluation
  • Fluency in verbal and written English and local languages

Experience Required:

  • 3 to 6 years of experience in MEAL or monitoring and evaluation in development/humanitarian organizations
  • Strong quantitative and qualitative data analysis skills
  • Experience with data management systems and tools
  • Proficiency in Microsoft Excel, SPSS, or similar statistical software
  • Strong report writing and data visualization skills
  • Experience in protection and safeguarding data management
  • Knowledge of humanitarian monitoring standards and best practices
  • Strong organizational and time management abilities
  • Attention to detail and accuracy
  • Commitment to ethical data practices and beneficiary confidentiality
  • Valid Driving Licence
