Economic Recovery Coordinator at Danish Refugee Council (DRC)


The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organisation founded in 1956 that works in more than 30 countries throughout the world. DRC fulfils its mandate by providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities in the conflict areas of the world; and by advocating on behalf of conflict-affected populations internationally, and in Denmark, on the basis of humanitarian principles and the Human Rights Declaration. We understand “durable solutions” as any means by which the situation of refugees can be permanently and satisfactorily resolved, enabling them to live normal lives. Durable solutions can be voluntary repatriation, local integration or resettlement. In Denmark, DRC assists refugees in all aspects of integration as well as asylum procedures. Internationally, DRC actively participates in supporting the protection of refugees, and promoting durable solutions for conflict-affected populations. The DRC’s supreme authority is the Council, which consists of up to three representatives of each member organisation, six representatives of the voluntary groups and refugee counselling organisations cooperating with the Danish Refugee Council, and of the Executive Committee. DRC is an umbrella organisation and is currently consisting of 30 organisation members and voluntary groups, committed to the refugee cause. Membership of the DRC is open to non-party-political, voluntary, nationwide humanitarian and international organisations that work on a democratic basis, and whose aims conform to those of the DRC.

Purpose
The ECREC Coordinator works in close collaboration with the coordination team of DRC Nigeria based in Borno State and Northwest Region as well as the ECREC/programme teams based in the intervention areas. The Coordinator provides technical support to operational teams through capacity building and close coaching/monitoring of programme implementation for all ECREC activities across the EcRec core sectors food security, livelihoods, agriculture and financial inclusion andmodalities: graduation approach, cash and voucher modality; provides technical support to implementation teams and partners and supervises the development and implementation of the Country ECREC strategy and supports capacity and portfolio development.
Duties and Responsibilities:
Technical Coordination and Advisory
- Provide technical advisory to the implementation teams on any stage of programme implementation.
- Lead on creation and roll out of the technical strategy with emphasis on needs of the affected communities, innovation, and environment. Support the Head of Programmes on creating the Country Programme Strategy.
- Provide technical inputs and review to proposals, reports, assessments and evaluations in line with the technical strategy.
- Provide technical capacity building to implementation teams and partners through capacity building and close coaching/monitoring of programme implementation for all cash and voucher assistance (CVA) activities and market systems approaches (MSA) across DRC’s sectors.
- Prepare learning/knowledge products, SoPs and guidelines covering innovative approaches and good practices, to support overall EcRec sector development and good-practice implementation.
- Initiate and contribute to the systematic assessment of EcRec sector capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiatives to strengthen capacities systematically.
- Analyze Nigeria EcRec sector challenges, trends, programmes and projects, with a focus on EcRec outcomes, using frameworks, analysis and tools available in the sector.
- Support the Programme Managers in the recruitment of suitable qualified and experienced technical field-based staff.
- Support the MEAL Manager in rolling out qualitative and qualitative monitoring and evaluation approaches, aiming to build contextually grounded learning into program activities.
Representation, Fundraising and Advocacy
- Pro-actively lead on DRC’s EcRec representation with relevant Sectors and working groups on country level and area level when necessary.
- Engage with relevant stakeholders incl. NGOs, donors and government to promote DRC’s EcRec programme and support sector’s fundraising efforts.
- Actively seek out new viable partnerships for the EcRec sectors.
- Actively seek out appropriate funding opportunities for the sector in line with the sector strategy.
- Produce materials for EcRec programme advocacy to promote awareness, establish partnerships and support fund-raising.
- Interact with global and regional initiatives and partnerships for EcRec Sectors.
Coordination, Representation & Advocacy
- Represent DRC at technical coordination forums, as agreed with the HoP;
- Maintain close working relationships with technical leads within DRC Nigeria, WAAM, and HQ to ensure strategy and implementation coherence with overall objectives.
- Take an active role in pushing DRC’s program advocacy messages in relevant coordination forums.
In addition to the above, the EcRec Coordinator may be asked to carry out other duties requested by the Head of Programme – but always in the scope of this job description.
Experience and technical competencies:
- At least 5 years of practical experience in the humanitarian sector and in the thematic areas of food security, livelihoods, agriculture and financial inclusion. Strong experience in implementing livelihoods and financial inclusion interventions, across the entire project cycle:
- Practical experience and up-to-date knowledge in:
- Concepts, methodologies and effective ways of supporting Economic Recovery in relation to key DRC activities, including ensuring protection mainstreaming and a rights-based approach
- Concepts, evaluation methodologies and design of cash-based assistance programmes
- Market assessment and analysis, ability to support the development of market-based programs
- Proven experience in programme planning and proposal development including budgeting
- Experience with providing direct and remote technical support to operational teams
- Experience in working with local partners, local authorities and other INGOs in consortium
- Understanding and driving current trends in the area of economic recovery: building self-sufficiency, graduation approach, private and public partnerships, and innovative approaches
- Full professional proficiency in English, including excellent writing skills.
- Experience in facilitating training in the following sectors: graduation approach, agriculture, IGA including development of business plans, entrepreneurship, etc.
Desirable:
Master’s degree in political science, international development, economic studies or other relevant fields.
Ideally, you should also have:
- Previous experience working in Northeast and Northwest region.
- Ability to communicate technical information in an easy to understand, informative and collaborative manner.
- Good knowledge of the Core Humanitarian Standards or other accountability measures/standards.
