PUI has been operating in Nigeria since 2016, initially establishing its presence in Borno State with a field office in Maiduguri. Over the years, PUI has expanded its humanitarian response to deep-field locations, including Monguno and Pulka, and more recently to Katsina State in Northwest Nigeria.

Job Summary
- The MEAL Officer will support the design, implementation, and management of a comprehensive MEAL system to track project performance, ensure accountability to affected populations, and facilitate learning across GBV, SRH, and livelihood components of the project.
- The role will ensure data quality, provide timely analysis for adaptive management, and strengthen feedback and complaints mechanisms while working closely with partners funded by FCDO.
Key Responsibilities
Monitoring and Evaluation:
- He/she will be responsible for transforming simple financial transaction into a rich learning opportunity for both the NORCAP and PUI. This would greatly benefit both organizations as it would be a bridge which fosters cross learning.
- Support in developing and implementing the project-specific MEAL plans, tools, and frameworks aligned with donor and organizational standards.
- Support baseline, midline, and endline assessments, ensuring disaggregated data collection (by age, gender, disability, etc.).
- Supporting the tracking of project indicators, and reporting of indicators by partners.
- Provide the formative validation of data needed for day-to-day adaptive management.
- Ensure quality, timely, and accurate data collection across GBV case management, SRH service delivery, and livelihood activities.
- Conduct regular field monitoring visits to assess project implementation, beneficiary satisfaction, and adherence to safeguarding standards.
- Ensure data meeting all quality standard through validation and verification.
- Manage data entry, cleaning, and validation in organizational databases (e.g., CommCare, Kobo, Control Panels).
Accountability:
- The MEAL Officer will be one of the primary points of contact for ensuring accountability to local partners. He/she will collaboratively establish and manage a systematic partner feedback mechanism, ensuring that the voices and perspectives of local NGOs directly inform program adjustments.
- Ensure GBV-sensitive handling of complaints and referrals in line with the survivor-centered approach.
- Train project staff and community focal points on accountability principles and complaint handling procedures.
- Ensure channels are accessible to beneficiaries.
- Produce fact sheet of all feedback received with a given period of time.
- Follow up on feedback to ensure loops are close withing a reasonable amount of time.
Learning and Reporting:
- He/she will be responsible for generating Real-Time Learning and Adaptive Management. The officer will ensure a cross learning between PUI and NORCAP; cross learning on capacity strengthening approaches.
- Support in facilitating regular pause-and-reflect sessions with the project team and partners.
- Conduct data analysis and prepare timely MEAL reports, dashboards, and presentations to inform project decision-making.
- He/She will be responsible for verification and learning, he/she would in collaboration with NORCAP MEAL conduct field visits to verify results reported by NORCAP and, document the challenges, successes, and lessons learned from the seed grant implementation.
- Document lessons learned, promising practices, and case studies to inform program improvement and advocacy.
- Facilitate regular project review and reflection meetings with program and technical teams.
- Contribute to donor reporting by providing evidence-based data and outcome-level analysis.
Capacity Strengthening:
- Train and mentor project staff, community volunteers, and partners on MEAL approaches, data collection, and reporting tools.
- Build capacity on gender-sensitive and survivor-centered monitoring approaches.
Coordination:
- Liaise with MEAL colleagues, technical leads (GBV, SRH, Livelihoods), and external partners to ensure harmonization of indicators and reporting.
- Represent MEAL in inter-agency and sectoral coordination meetings as required.
Requirements
- Candidates should possess a Bachelor’s Degree with 3 – 5 years of experience.
Salary
N472,044 Monthly.
