Project Scope
The RISE (Resilient, Inclusive, Sustainable Economies) project, funded by Global Affairs Canada (GAC), is a five-year initiative aimed at promoting climate-resilient, inclusive, and sustainable economic growth in Nigeria. The project will be implemented by MEDA (Mennonite Economic Development Associates) in partnership with Sahel Consulting Agriculture and Nutrition Ltd. Together, the two organizations will work to improve the livelihoods of smallholder farmers and small-scale entrepreneurs within the Rice, Maize, Groundnut and Soybean value chains, particularly women and youth in Bauchi, Kaduna and Kano states. The initiative aligns with Canada’s aim to address gender equality, human rights, and environmental sustainability throughout its implementation.
Overview
The Program Officer will be responsible for day-to-day coordination and implementation of project activities at the community and state levels. The officer will work closely with project partners, local stakeholders, and beneficiaries to ensure effective delivery, mobilization, and impact across assigned locations. This role requires strong field experience, relationship management, and the ability to support monitoring, documentation, and adaptive learning.
Role Responsibilities
· Project Implementation and Coordination
o Plan and implement field-level activities in accordance with the project work plan and implementation calendar.
o Mobilize and engage local stakeholders, including farmer groups, agri-SMEs, women’s cooperatives, youth-led enterprises, and community leaders.
o Support training delivery, capacity building sessions, and demonstration activities in collaboration with technical specialists.
· Stakeholder Engagement
o Foster strong relationships with local government authorities, traditional leaders, and implementing partners.
o Represent the project in community forums and state-level technical meetings when delegated.
o Gather feedback from stakeholders and beneficiaries to inform project refinement.
o Support inclusive stakeholder engagement that reflects community gender dynamics and priorities.
· Monitoring and Reporting
o Track activity progress and ensure timely and accurate data collection in coordination with the MEL team.
o Document field activities through reports, photos, and beneficiary stories.
o Flag implementation challenges and contribute to real-time problem solving and learning.
· Logistics and Administration
o Support logistics for training sessions, workshops, field visits, and stakeholder meetings.
o Maintain accurate records of attendance, disbursements, and field-level expenses.
o Ensure safeguarding, gender sensitivity, and inclusion principles are upheld in all activities.
Role Requirements
· Bachelor’s degree in Agriculture, Rural Development, Social Sciences, or a related field.
· Minimum of 3 years of relevant experience in field implementation of development projects, preferably in agriculture, livelihoods, or women/youth empowerment.
· Experience working with women’s groups and youth organizations to ensure inclusive project participation at the community level.
· Experience working directly with community-based organizations, farmers, and local authorities.
· Strong communication and facilitation skills in English and at least one local language.
· Willingness to travel frequently and work in rural, low-resource settings.
· Experience with donor-funded or development projects is an advantage.
· Understanding of gender equality and climate-smart agriculture concepts.
· Familiarity with basic monitoring tools and digital data collection platforms (e.g., KoboToolbox, SurveyCTO).
· Ability to write clear and concise reports and field updates.
