Sahel Consulting Agriculture and Nutrition Ltd (Sahel) is a leading management consulting firm focused on the agricultural and nutrition sectors in Africa. We partner with government agencies, private sector companies and leading international development organizations to conduct research, analyze policies, develop strategies, and implement programs that promote sustainable food security and improved nutrition. We have worked on a variety of projects across East and West Africa, including in Benin, Burkina Faso, Ghana, Mali, Nigeria, Senegal, Kenya, Rwanda and Tanzania.

Project Scope

The RISE (Resilient, Inclusive, Sustainable Economies) project, funded by Global Affairs Canada (GAC), is a five-year initiative aimed at promoting climate-resilient, inclusive, and sustainable economic growth in Nigeria. The project will be implemented by MEDA (Mennonite Economic Development Associates) in partnership with Sahel Consulting Agriculture and Nutrition Ltd. Together, the two organizations will work to improve the livelihoods of smallholder farmers and small-scale entrepreneurs within the Rice, Maize, Groundnut and Soybean value chains, particularly women and youth, Bauchi, Kaduna and Kano states. The initiative aligns with Canada’s aim to address gender equality, human rights, and environmental sustainability throughout its implementation.

Overview

The Senior MEL Officer will lead the design, coordination, and implementation of the Monitoring, Evaluation, and Learning strategy for Sahel Consulting’s components of the RISE project. This role is critical for ensuring data-driven decision-making, fostering learning, and demonstrating impact in line with project goals related to gender equality, inclusive economic development, and climate resilience

Role Responsibilities

·      Monitoring and Evaluation Strategy Development

o  Lead the development and refinement of Gender-sensitive MEL plans, frameworks, and tools in alignment with the project’s logic model and GAC and MEDA guidelines.

o  Support the integration of gender-sensitive and climate-responsive indicators and methodologies.

o  Ensure gender-related outcomes are tracked, analyzed, and used for adaptive project management.

o  Ensure alignment with MEDA’s overarching MEL approach and reporting frameworks.

·      Data Collection, Management, and Analysis

o  Design and oversee data collection systems and protocols, ensuring consistency, accuracy, and reliability.

o  Lead the design and implementation of surveys, baseline/midline/endline assessments, and qualitative studies.

o  Maintain robust databases and dashboards for real-time tracking of performance indicators using agreed platforms and systems with MEDA.

·      Learning and Adaptive Management

o  Facilitate learning reviews and reflection sessions to support adaptive management and continuous improvement.

o  Synthesize and present findings to technical teams and stakeholders in accessible formats (briefs, infographics, presentations).

o  Document success stories, lessons learned, and innovative practices emerging from project implementation.

·      Reporting and Communication

o  Lead the preparation of high-quality MEL reports for internal use and donor submissions.

o  Ensure timely and accurate reporting of key performance indicators and outcome-level results.

o  Collaborate with the communications team to translate data into compelling narratives and knowledge products.

·      Compliance and Quality Assurance

o  Provide ongoing technical support to field teams on monitoring tools and methodologies.

o  Ensure adherence to ethical standards and donor compliance requirements in all MEL activities.

o  Implement quality assurance mechanisms for data collection, entry, analysis, and reporting.

o  Track progress on risk mitigation measures and provide MEL-related inputs for project reviews and audits.

Role Requirements

·      Master’s degree in Monitoring and Evaluation, Development Studies, Economics, Social Sciences, Statistics, or a related field.

·      Minimum of 5–7 years of relevant experience in MEL roles within donor-funded development projects

·      Proven experience with results-based management, logical frameworks, and performance measurement frameworks.

·      Strong command of MEL software and tools (e.g., Excel, Power BI, KoboToolbox, SPSS, STATA).

·      Expertise in developing and applying gender-sensitive monitoring and evaluation frameworks in development programs.

·      Excellent report writing, data visualization, and presentation skills.

·      Strong analytical, facilitation, and interpersonal communication skills.

Desirable

·      Knowledge of gender equality, climate change, and market systems approaches in agricultural development.

·      Experience with capacity building and training delivery in MEL.

·      Ability to work independently and collaboratively in a fast-paced environment
