It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices. The statutory bodies of INTERSOS, are: the Members Assembly, the Council, the Society for Auditing and Certification of Accounts. OUR MISSION • To give an immediate response in humanitarian crises by bringing emergency relief to the victims of armed conflict, drought, famine, the presence of landmines or unexploded devices, and other disaster situations. • At the same time as providing primary emergency relief, to also begin working to promote a return to normal living conditions, the resumption of dialogue and the strengthening of peace, reconstruction and growth. • To stimulate, encourage and involve Italian society in helping to develop and spread the existing culture of solidarity and international justice.

Tittle: Livelihood – Deputy Project Manager (Open to Nationals Only)

JOB PURPOSE

The Livelihood – Deputy Project Manager should provide overall supervision and promotes and values participatory approaches to the staff throughout the project cycle (identification of beneficiaries, awareness raising and sensitisation, Livelihood project activities, Pre and Post Activities Monitoring (PDM) as well as monitoring and evaluation under direct supervision of Livelihood Project Manager. During absence of Livelihood Project Manager (National), position will be wholly accountable for project under direct supervision of Food Security & Livelihood-PM or the Head of Programme

RESPONSIBILITIES

Project Management

• Liaise and collaborate with relevant local authorities, donors’ program staff during field visits and other key stakeholders for a coordinated implementation of project activities;
• Lead the field team in Planning, Coordinating, Monitoring and Reporting all INTERSOS’s field Livelihood-related activities, including Natural Resource Management, Crop Production, Income Generation activities, Small scale Agricultural Marketing Strategy, Post-Harvest Management, Livestock Management (Poultry Farming, cattle breeding etc) Assets creation and rehabilitation activities, Cash for work, Income Generation activities, Civil and Social Infrastructure Development, VSLA activities etc
• Coordinate, Supervise and Manage Livelihood projects implementation at Field Level in line with proposals including strategies and donor requirements:
• Provide primary field level information / Assessment/targeting / Analysis to elaborate project concept notes and proposals for submission to Livelihood Project Manager;
• Coordinate, Supervise and Manage Livelihood projects Trainings and Capacity Building in line with proposals including strategies and donor requirements;
• Provide primary field level information/Assessment/targeting/Analysis on Training and Capacity Building Needs to Livelihood Project Manager (National);
• Ensure adherence to INTERSOS policies, guidance and procedures at field level;
• Provide Livelihood Training and Capacity Building reports to the Livelihood Project Manager (National) as required:
• Provide regular progress reports to the Project Manager,
• Ensure that the project targets the beneficiaries for the training and Capacity Building are most vulnerable and most in need;
• Plan and coordinate the development of relevant Livelihood projects monitoring, PDMs / assessment /verification process;
• Ensure to identify and fill capacity building gap at the field level;
• Support design of proposals and projects, in coordination with Livelihood-PM
• Support on developing the Livelihood Project assessments;

Map donor priorities within given sector and identify new opportunities;

Line Management

• Manage and Train all the Livelihood project field staff;
• Identify technical gaps and support capacity buikling for technical line reports
• Contribute to setting performance objectives and performance appraisals of technical staff in the same field
• When necessary, and with approval of his/her line manager, provide stop-gap support in absence of PMs, in close coordination with team focal points (identified by the PM before his/her absence)

Technical Support

Support in developing program strategy and priorities based on thorough understanding of needs and context

Implement technical direction for the livelihood project and ensure high technical quality of project at the field level:

Ensure that programme strategy, and design is integrated with other INTERSOS sectors

Support in development, harmonization, and roll out of SOPs, tools and guidelines

Provide reguler technical support and guidance to Field Coordinators and other relevant staff in both a

structured manner and on a case by case basis.

Ensure compliance with INTERSOS standards and procedures and alignment with global strategy, through regular coordination with colleagues in support services at Base Office and Field Offices level.

Coordinate with sector colleagues at Field level as appropriate about relevant issues

Support in providing technical review of all proposals and reports and other relevant sector-specific donor communications

Quality Assurance

• Ensure program implementation progress, identification, resolution and/or escalation of issues;
• Work with M&E to implement the harmonized tools and databases to monitor and track efficiency and quality of programming and improve nformation management within the sector focal points
• Work closely with M&E in imp ementation, and evaluation of sector-level programming
• Coordinate with M&E to ensure accountability mechanisms are established for programming.
• Ensure Proper and Adequate Project Visibilities at all locations

Other

• Provide regular updates to Livelihood – Project manager (Nation/Expatriate)/ FSL Coordination
• Any other duties as agreed with Project Manager (Expatriate)/ FSL Coordinator

POSITION REQUIREMENTS

Qualifications and Experience:

• B.Sc Degree in Agricultural Science, Engineering, Business Administration, Disaster Management, Sociology or international development.
• is preferred
• Minimum 5 years of experience from at national level project implementation position in a humanitarian /
• developmental context;
• Experience in working in complex and volatile contexts:
• Technical Livelihood expertise on Training and Capacity Building.
• Documented results related to the position’s responsibilities;
• Experience in leadership and problem solving;
• Fluency in English, both written and oral including local language ad advantage,
• Capacity to adapt to basic living conditions:
• Ability to put up with job pressure;
• Ability to deliver high quality work within tight deadlines;
• Strong negotiation skills.
