To support this initiative, NIIRIC
seeks a highly qualified consultant to conduct quarterly market research and develop a policy brief that provides stakeholders with actionable insights and recommendations.
Scope of Work and Deliverables for the Consultant
The consultant will be responsible for conducting comprehensive quarterly impact investing market
research and policy brief to support NIIRIC’s policy advocacy work and quarterly policy dialogue on impact
investing. In a nutshell, the consultant will conduct:
✓ Market Analysis – Conducting a comprehensive analysis of the impact investing landscape within the quarter, including investment trends, key deals, sectoral performance, and emerging opportunities.
✓ Stakeholder Engagement – Engaging with investors, policymakers, industry experts, and
entrepreneurs to gather qualitative insights on market shifts, challenges, and best practices.
✓ Policy & Regulatory Review – Identifying and assessing key policy developments affecting impact investing, including government initiatives, regulatory changes, and policy gaps.
✓ Data Collection & Synthesis – Compiling relevant financial and economic data to provide an evidence-based assessment of the market.
✓ Development of Quarterly Policy Brief – Producing a concise, well-structured policy brief
summarizing the findings, key takeaways, and policy recommendations for stakeholders.
✓ Presentation of Findings – Presenting key insights to NIIRIC and relevant stakeholders in a structured format, including visualized data and strategic recommendations.
Deliverables
✓ Quarterly Market Research Report detailing investment trends, sectoral insights, and stakeholder perspectives.
✓ Policy Brief summarizing key findings, regulatory updates, and policy recommendations
✓ Presentation Deck highlighting the core insights from the research during the NIIRIC Quarterly Policy Dialogue.
Timeline
The consultant will work on a quarterly schedule, ensuring all deliverables are completed and the brief is submitted no later than the 15th day of the last month of the quarter. This timeline ensures that the final
brief is delivered well in advance to feed into the schedule for NIIRIC’s Quarterly Policy Dialogue.
Professional Qualifications, Expertise and Experience
The desired consultant should have the following qualifications, experience, and competencies:
✓ Demonstrated knowledge and experience in impact investing, sustainable finance, and investment market analysis, with a strong understanding of capital flows, investment instruments, and financial trends within emerging markets
✓ Strong familiarity with Nigeria’s impact investing policies, regulatory environment, and economic development frameworks, including government incentives, financial regulations, and legal structures that influence the sector
✓ Extensive experience in conducting market research, data analysis, and policy assessments, with a track record of producing high-quality reports, policy briefs, and investment landscape analyses
✓ A well-established network of impact investors, policymakers, industry experts, development finance institutions, and enterprises to facilitate data gathering and qualitative insights
✓ Ability to collect, analyze, and interpret both qualitative and quantitative data, using statistical tools, surveys, and stakeholder interviews to generate meaningful insights
✓ Experience in translating research findings into actionable policy recommendations, with a demonstrated ability to engage in high-level discussions on market development and policy reforms
✓ Ability to deliver well-structured, data-driven reports and policy briefs that effectively communicate findings to diverse audiences, including investors, government agencies, and international organizations
✓ Prior consultancy experience in impact investment market sizing, policy research, or financial sector
analysis, with references or published work demonstrating capability in delivering high-impact research projects
