

Vanguard Economics Ltd is a dynamic consultancy firm specialised in locally led socio-economic research and advisory services, data collection and management, project implementation and innovation and incubation across East Africa. We partner with private sector companies, bilateral and multilateral donors, non-profit organisations, philanthropies and governments to design and deliver
evidence-based products, projects and policies that respond to the region’s unique challenges and opportunities.
Our work spans a broad range of sectors, including food systems, manufacturing, finance, climate, education, trade and health, in pursuit of private sector development, agricultural transformation, trade facilitation, job creation and skills enhancement. We strongly support improved nutrition outcomes, youth empowerment, gender and social inclusion, and climate adaptation and mitigation.
As part of our ongoing expansion in East and Southern Africa, we are building a database of qualified consultants to support current and future assignments on a need basis. We warmly invite Expressions of Interest (EOIs) from competent and experienced professionals across diverse disciplines to join our consultant roster.
1.1 Fields of Expertise
We are seeking individual senior consultants with proven experience in the following areas:

1.2 Purpose of the Database
The consultant database will serve as a pool of pre-qualified experts who may be considered for short-term and long-term assignments as opportunities arise. Inclusion in the database does not guarantee immediate engagement but ensures priority consideration for relevant assignments. Selected consultants will be engaged to support a wide range of assignments, including:
- Research studies and evaluations
- Programme design and implementation
- Data analysis and modelling
- Policy development and advisory services
- BDS, capacity building and training
- Technical backstopping
Consultants will be engaged prior to the assignments and may also be involved in the proposal development. A competitive, market-aligned remuneration will be offered based on the nature and scope of each assignment
Applicants are required to state their daily consultancy rates of remuneration in USD, inclusive of all applicable taxes, for consideration during future assignments.
Eligibility Criteria
Interested applicants should meet the following requirements:
- Applicant should be an EAC or SADC national or based in one of these countries. Nationals
- from or based in ECOWAS will also be considered.
- An advanced degree (master’s or PhD preferred) in a relevant field
- Demonstrated experience (at least 8 years) in their area of specialization
- Strong analytical, research and report-writing skills
- Experience working with development partners, NGOs, or government institutions
- Ability to deliver high-quality outputs within tight deadlines
