Association for Reproductive and Family Health (ARFH) is a leading Non-Governmental and Not-for-Profit Organization established in 1989 by two eminent and reputable Nigerians who are the most prominent advocates of Sexual Reproductive Health (SRH) and Family Planning (FP) programming in Nigeria. ARFH, a Nigerian fully indigenous, Non- Governmental, and Not-for-Profit organization had implemented projects across the 36+1 states of Nigeria on cross cutting programs including Reproductive, Maternal, Newborn, Child and Adolescent Health plus Nutrition Investment Case (RMNCAH+N), Family Planning (FP), Global fund grants on HIV, TB and Malaria as Prime & Sub recipient, USAID grants on Orphans and Vulnerable Children (OVC) among others.

ARFH since inception consistently contribute to the improvement of the quality of life of rural poor, vulnerable and disadvantaged populations. ARFH has been at the fore-front of Health & community system strengthening, Human resource for health development in Nigeria, supporting the Government of Nigeria to advocate and domesticate health policies into implementation e.g. its task-shifting and task sharing policy through capacity building for all cadres of health care providers including Physicians, Nurse midwives, and CHEWs.

ARFH has its headquarter in Ibadan and operational offices in Abuja, Lagos, and collaborate with State Ministry of Health across the 36 states plus FCT. Our mission is to initiate, promote and implement in partnership with other organizations, developmental, HIV & AIDS, TB, SRH, and family planning program and interventions for young people and adults through capacity building, technical assistance, operations research, and evaluation to improve the quality of life in Nigeria and elsewhere in Africa.

We are recruiting to fill the position below:

Job Title: Tuberculosis Technical Advisor

Locations: Sokoto and Kebbi

Specific Responsibilities
Technical Leadership:

Provide expert guidance on Tuberculosis, including DR-TB, TB-HIV case finding, diagnosis, treatment, and prevention, aligned with national and WHO guidelines.
Support adoption of new diagnostics, drugs, and treatment regimens (e.g., GeneXpert, shorter MDR-TB regimens, TPT)
Provide technical leadership in achieving quality programmatic objectives, drive project targets and achievements with integrity.
Mentor, support, supervise and manage project technical staff on Tuberculosis in line with national guidelines.
Provide strategic and technical input and direction in the preparation of annual work plans and progress monthly, quarterly and annual reports relating to the projects’ reports as per donor requirements.
Support the State TB Programme to develop, review and implement policies, guidelines and strategy documents for TB diagnosis and management both at national and state levels.
Provide technical and programmatic guidance in the development and writing of new concepts and proposals for fundraising.
Support scale-up of active case finding, contact tracing, and community-based DOTS.

Capacity Building:

Train and mentor healthcare workers, program staff, and government counterparts.
Develop/adapt training curricula and job aids.
Mentor and provide supportive supervision to build sustainable local capacity.
Lead efforts to develop the capacity of CSOs to implement, monitor, and report through provision of technical and programmatic guidance and mentorship. This will be done through virtual and physical engagements.

Coordination and Linkages:

Work closely with the National TB Program to ensure USG-DOS activities are implemented in line with national strategies and guidelines for quality health service delivery.
Contribute to work plans, technical strategies, and intervention design
Liaise with national and county-level government officials and technical partners in planning for joint activities and officially communicate on any such engagements to the field officers
Work with the TB Programme at Federal and State Level to ensure availability of drugs for TB patients, Cartridges for GeneXpert, and reagents for other machines
Support development/review of national TB policies, guidelines, and SOPs
Support data quality reviews, cohort analysis, and supportive supervision
Ensure adherence to infection control and pharmacovigilance standards

Optimisation of TB/HIV Collaborative Activities:

Provide support for DOT Units to optimise providers’ initiated HIV Testing and counselling (PITC) for all presumptive and diagnosed TB cases.
Initiation of Anti-Retroviral Therapy (ART) for all HIV-positive TB patients.
Ensure Cotrimoxazole Preventive Therapy (CPT) is provided for all HIV positive TB patients to prevent common opportunistic infections.
Put a system in place for facilities to optimise TB clinical screening for all PLHIV at every visit.
Put a system in place for facilities and communities with PDX Machines to optimise TB screening using the CAD-enabled Portable Digital Chest X-Ray.
Ensure that clients who are presumptive for TB but GeneXpert negative are supported to access Radiological screening (Chest x-ray) to enhance clinical diagnosis, especially among newly diagnosed PLHIV.
Scale up TB diagnosis among PLHIV with presumptive TB using the WHO-recommended diagnostic procedures.
Ensure 100% treatment for TB among PLHIV.
Ensure TB prevention in PLHIV without active TB using TB Preventive Therapy (TPT).
Support facilities and communities to ensure effective TB infection control at all units in the facility and the community.
Care and support services, including treatment Support, community and home-based care for all clients in care.
Empower the field officers to support clients with adherence counselling on medication and treatment protocol in general.

Stakeholder Engagement:

Liaise with National TB Programs (NTP), Ministry of Health, donors and partners in driving national agenda for the eradication of tuberculosis in Nigeria
Lead Advocacy, coordinate, and participate in the design, planning, and implementation of the project, including leading efforts in grant writing and work plan development of TB-related interventions.
Organize/Represent the project in TB, TB/HIV Technical Working Group and Technical Review Meeting.
Train and mentor healthcare workers, program staff, and government counterparts.

Monitoring, Evaluation and Reporting:

Work closely with CCCRN and State TB Monitoring and Evaluation teams to strengthen existing M&E systems.
Ensure data from PDX screening are harmonised, sent for diagnosis using the GeneXpert Technology, and further diagnosis by Radiologists.
Use the RADET and DHIS daily to monitor project performance, documentation, and reporting.
Prepare technical reports, briefs, and donor deliverables
Document lessons learned and best practices

Required Experience

Bachelor of Medicine and Bachelor of Surgery (MBBS)
Master’s Degree in Public Health or a related field
7–10 years of TB and HIV program experience.
