Job Purpose

  • The Capacity Building Officer will drive the design, coordination, and delivery of all competency-based training, mentoring, and continuous professional development activities under the CARMNIS project.
  • The role ensures that Community Based Health Workers (CBHWs) receive high-quality, standardized capacity strengthening aligned with national guidelines and the redesigned CBHW model.
  • The officer will support curriculum development, learning systems, coaching structures, supervision tools, and assessment processes to improve quality of care and performance across supported LGAs.

Key Performance Areas / Major Activities / Responsibilities / Percentage Worked
Systems, Policies, Standards and Guidelines / 20%:

  • Support the design and operationalization of the CARMNIS capacity building framework, including training guidelines, learning standards, and mentorship protocols.
  • Work with program and government teams to integrate CBHW learning plans into existing state systems, AOPs, and supervision structures.
  • Ensure capacity building activities adhere to national CBHW, PHC, and RMNCH+N policies.

Capacity Building Tools and Approaches / 20%:

  • Lead development and adaptation of competency-based training materials, job aids, skill checklists, and mentorship tools.
  • Introduce adult-learning and simulation-based training approaches for CBHWs and facility mentors.
  • Develop supportive supervision and coaching tools that reinforce practical skill mastery and service quality.

Planning & Implementation of Capacity Building Activities / 15%:

  • Coordinate CBHW training, refresher sessions, mentorship rotation schedules, and community-based coaching.
  • Collaborate with state teams to sequence activities across wards and LGAs.
  • Manage capacity building inputs including training logistics, participant

Competency Assessment & Performance Monitoring / 15%:

  • Design and administer pre/post-tests, OSCEs, skill assessments, and simulation-based evaluations.
  • Track CBHW skill progression and identify areas requiring additional support.
  • Support integration of competency data into project dashboards and state review mechanisms.

Knowledge Products & Documentation / 10%:

  • Document successful training innovations, case studies, lessons learned, and capacity building best practices.
  • Develop training summaries, technical briefs, and learning materials for dissemination to partners.
  • Support visibility of project achievements through high-quality documentation.
  • Supports technical assistance on information collection for documentation, packaging, and branding for visibility.

Training Delivery & Mentorship Support / 10%:

  • Deliver technical sessions during CBHW training and provide direct coaching.
  • Strengthen the capacity of mentors, supervisors, and PHC staff to support ongoing CBHW learning.
  • Collaborate with clinical mentors for integrated skill-building during facility visits.

Documentation and Reports / 10%:

  • Produce monthly, quarterly, and annual capacity building reports.
  • Ensure implementation aligns with donor expectations, safeguarding, and Pathfinder’s quality standards.
  • Support budget monitoring for training-related activities.

Minimum Education and Work Experience

  • Bachelor’s Degree in nursing, Public Health, Health Education, Community Health, or related field (master’s preferred).
  • Minimum 7 years’ experience in capacity building for PHC, CBHW, or RMNCH programs.
  • Experience in competency-based training, mentoring models, and supportive supervision.
  • Experience working with government health systems in Nigeria.

  • Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices and services of assigned project and program.
  • Passion for Sexual and Reproductive Health Services: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.
  • Software Applications: Foundational skills using MS Office products, including MS Word, Excel, Outlook, and PowerPoint.
  • Excellent communication (written and verbal).
  • Languages: Ability to speak and write using the local language and English language.
  • Customer Service: Proven customer service skills.
  • Organization, Planning and Multi-tasking: Advanced organizational and planning skills. Foundational project planning and project management skills. Proven ability to set priorities, meet deadlines and multi-task with minimal supervision.

  • Travel required (at least 30%)
