Duty Station: Remote and stationed in one of the countries of interest (Iraq, Venezuela,Nigeria, South Sudan, Pakistan) with possibility of minimal field visit

Background: The Independent Evaluation of UNFPA’s Approach to the Localization of Humanitarian Action is commissioned as a critical component of UNFPA’s accountability to the global humanitarian system and our key stakeholders including the people affected by humanitarian crises around the World.

As a signatory of the Grand Bargain, UNFPA is institutionally committed to making principled humanitarian action “as local as possible and as international as necessary.

This evaluation serves the dual purpose of accountability and learning.  Specifically, it will:

  • Assess and report on UNFPA’s progress, challenges, and performance in advancing the localization agenda to effectively meet the needs of the most vulnerable populations affected by humanitarian crises (accountability)
  • Analyze the barriers and enablers to localization within UNFPA’s systems and processes and draw lessons for strengthening equitable partnerships and building resilience of local and national actors (LNAs) to improve the delivery of UNFPA’s mandate in humanitarian contexts (learning).

Specifically, the evaluation will assess the relevance of UNFPA’s approach to global commitments and local needs, the effectiveness of UNFPA’s partnerships in delivering key outcomes, the efficiency of UNFPA’s internal systems in facilitating or hindering support, and the connectedness/sustainability of UNFPA’s efforts for long-term impact. The overall goal is to identify concrete lessons and actionable recommendations for UNFPA to strengthen and sustain local leadership in humanitarian action.

The evaluation objectives will be implemented under a theory-based approach and contribution analysis. This will be executed using mixed methods, which combine both quantitative and qualitative data collection methods and tools.

Scope of the Work, Description of services, activities or outputs:

Duties and Responsibilities: 
The young and emerging evaluator will be involved in all the phases of the CPE, namely Preparation, Design, Field, Reporting and Dissemination and Facilitation of use phases as described in the UNFPA Evaluation handbook.

The YEE is expected to perform a variety of tasks under the guidance and supervision of the co-team leader.  These include:

  • Support the evaluation co-leader with comprehensive background document review and compilation of materials from the Country Office (CO).
  • Assist in preparing for data collection, including organizing interview schedules, focus group discussions, and surveys.
  • Contribute to the data analysis by compiling, organizing, and cleaning of primary and secondary data, including administrative and financial data, to be used in the CO report and overall evaluation report.
  • Support the drafting of a detailed country Powerpoint presentation and populating the country evidence table.

Place where services are to be delivered: The YEE is expected to work remotely, while stationed in one of the countries that will be used as case-studies, specifically: Iraq, Venezuela,Nigeria, South Sudan, Pakistan. Applicants who are not  citizens must have a valid work permit to work in the aforementioned country of interest

Supervisory arrangements: The YEE will report to the localization co-team leader who will manage and monitor the progress of the evaluation.  Payments will be released upon satisfactory approval of deliverables by the Co-Lead from the IEO (Evaluation Adviser).

Expected travel:Travel will be determined based on needs identified notably during the data collection phase.

Delivery dates and how work will be delivered:
The national consultant is expected to support the production of the following deliverables:

  • Lead/support field data collection under the supervision of co-team leader
  • Populate evidence matrix with country primary field data and secondary data from documents.
  • Develop a detailed PowerPoint presentation for CO debriefing.
  • Support the different activities and phases of the  Evaluation.

Required expertise, qualifications and competence, including language requirements:

  • The young and emerging evaluator is under 35 years of age and is expected to meet the following minimum qualifications:
  • Bachelor’s degree in development studies, population studies, economics, monitoring and evaluation, social sciences, public health, or any other relevant discipline;
  • Certificate in evaluation or equivalent qualification;
  • Less than 5 years of work experience in monitoring and evaluation, research or social studies in the field of international development;
  • Experience in humanitarian contexts is preferable;
  • Excellent analytical and problem-solving skills;
  • Demonstrated ability to work in a team;
  • Strong organizational skills, communication skills and writing skills;
  • Good knowledge of the national development context
  • Good command of information and communication technology and data visualization tools;
  • Good knowledge of the mandate and activities of UNFPA or other United Nations organizations will be an advantage;
  • Keen interest to improve as a professionally competent evaluator within the framework of complex global evaluations.
  • Fluent in written and spoken English and the language of the country of interest (Iraq, Venezuela,Nigeria, South Sudan, Pakistan).

Remuneration:
The consultancy fee of $100 per day for a maximum of 30 days will be deliverable-based as follows:
●   50% upon IEO approval of the draft 1 final evaluation report
●   30% upon IEO approval of the draft 2 final evaluation report
●   20% upon IEO approval of the final evaluation report (designed and formatted, in English), and powerpoint presentation
It is to be noted that finalization of each deliverable is an iterative process which includes many versions before IEO approves each deliverable.
