Background
RAHAMA seeks a qualified State Focal Person in Abuja and Borno State to establish and maintain effective organizational representation and stakeholder engagement at the state level, covering government and community engagement, partnership and funding opportunity identification, activity coordination, and community-level risk monitoring across its operations within the state.
Purpose
Provide dedicated representation and coordination support at the state level for Borno State and National level for FCT, ensuring RAHAMA maintains strong relationships with government, traditional and community stakeholders, remains informed of the state’s policy and funding landscape, and is well-positioned to identify and act on emerging opportunities.
Objectives
- Represent RAHAMA’s interests and mandate within the state.
- Build and sustain relationships with relevant state government agencies, traditional/religious leaders and community structures.
- Identify partnership, collaboration and funding opportunities within the state.
- Support coordination for RAHAMA activities within the state.
- Provide early warning on risks or sensitivities affecting RAHAMA’s work.
Scope of Work
The scope of work includes stakeholder mapping and relationship management, liaison with state ministries and agencies, representation at coordination meetings and events, monitoring of the state’s development and funding landscape, identification of opportunities, support to activity planning and logistics, community-level risk monitoring, and periodic reporting to RAHAMA management.
Initial Deliverables (First 30)
- Inception Note outlining the engagement approach for the state.
- State Stakeholder Map (government, traditional/religious leaders, community structures, other NGOs/partners).
- Initial Stakeholder Engagement Log.
- Brief on the state’s current policy, funding and programming landscape relevant to RAHAMA’s mandate.
- Any other assigned task
Ongoing Responsibilities
- Serve as RAHAMA’s primary point of contact within the state.
- Maintain and update the Stakeholder Engagement Log.
- Attend and represent RAHAMA at relevant state-level meetings and forums.
- Identify and flag partnership, collaboration and funding opportunities.
- Support planning and logistics for RAHAMA activities and visits within the state.
- Report emerging risks, sensitivities or reputational concerns promptly.
- Submit monthly and quarterly engagement reports.
- Uphold RAHAMA’s Code of Conduct and Safeguarding Policy at all times.
End-of-Contract Deliverables
- Annual State Engagement Review.
- Updated Stakeholder Map and Engagement Log.
- Summary of opportunities identified and outcomes achieved.
- Handover Report, where applicable.
Methodology
Stakeholder consultations, meeting attendance, courtesy visits, community engagement, and periodic reporting to RAHAMA’s Strategic Engagement Officer.
Duration
12 months, with option for renewal based on performance and organizational need.
Reporting
The State Focal Person reports to the Procurement lead or designated supervisor at RAHAMA.
Qualifications
- Resident of, or based in, the Borno state or Abuja, with strong knowledge of its social, political and administrative landscape.
- A Bachelor’s degree in a relevant field is required. An HND in a relevant field with equivalent professional experience may also be considered.
- A Master’s degree in a relevant field is an added advantage.
- Prior experience in community engagement, advocacy, civil society or government liaison work preferred.
- Good standing and credibility with local traditional, religious or government structures.
- Strong communication, networking and interpersonal skills.
- Fluency in the local language and working proficiency in English.
- Integrity, discretion, and alignment with RAHAMA’s mission.
- Relevant professional training certificates in community engagement, advocacy, stakeholder management, or related fields are an added advantage.
