Job Description
The Finance Officer is a hands-on finance professional who supports both the organisation’s day-to-day accounting and the financial management of its multiple projects and programmes.
CMS has a dedicated Finance team and operates across a wide range of consulting services, technical assistance, and research projects, working with governments and international development partners.
The Officer will work within this team, reporting to a relevant Finance Manager and supporting the team in maintaining accurate financial records, managing day-to-day accounting activities, monitoring project and organisational expenditure, and ensuring compliance with applicable financial policies, statutory requirements, and donor or project requirements.
Responsibilities
Some specific responsibilities will include:Maintain accurate and up-to-date financial records, including journals, ledgers, invoices, receipts, and payments.
- Process accounts payable and receivable, ensuring all transactions are properly authorised and documented.
- Perform regular bank, supplier, staff, and other account reconciliations and resolve discrepancies.
- Monitor project and organisational expenditure against approved budgets and identify significant variances.
- Support budgeting, forecasting, cash-flow management, and budget-versus-actual analysis, and assist with audits.
- Ensure compliance with financial policies, internal controls, statutory requirements, and donor/project procedures.
- Support payroll accounting, tax, pension, and other statutory financial obligations.
- Work with all relevant teams to strengthen financial processes, controls, and overall accountability.
Requirements
- The ideal candidate will hold a Bachelor’s degree in Accounting, Finance, Economics, Business Administration, or a related discipline, recognising that professional accounting qualification or progress toward one, such as ICAN, ACCA, or ANAN, is an advantage.
- The ideal candidate should be detail-oriented and highly organised, honest, dependable, and accountable.
- The ideal candidate will be proactive in identifying and resolving financial issues, comfortable working under deadlines, able to work independently while collaborating effectively with teams, committed to maintaining high standards of integrity, accountability, and confidentiality, and willing to learn and adapt to changing organisational and project requirements.
- The ideal candidate should be comfortable working across multiple projects, budgets, funding arrangements, and reporting requirements, with experience in strong financial controls, documentation, and accountability.
- The ideal candidate will have at least 3 years of relevant accounting or finance experience, preferably within a consulting, NGO, development, health, technology, or multi-project environment.
- Experience with project accounting, donor-funded programmes, or grant-funded organisations would be an advantage.
- The ideal candidate will have excellent written and verbal communication skills, with fluency in English.
- Knowledge of French or Portuguese is an added advantage.
- The candidate will possess good interpersonal skills, strong organisational, time-management, and prioritisation skills, and
- proficiency in Microsoft Office Suite and other relevant software applications.
