Job Type: Fixed Term Contract Starting With 6 Months /level 6)
Main Purpose:
Supporting the Water, Hygiene and Sanitation (Watsan) Manager in the implementation and supervision of Watsan
activities, including tools and materials employed according to MSF standards and protocols, in order to improve
health and living conditions of the target population.
Job Description
- Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including
but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management - Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational
quality of the project. - Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of
Watsan activities. - Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical
organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material,
check that the amounts received are recorded, and check monthly consumptions, etc.). - Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits.
- Supporting the Watsan Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager in case of any major management or technical issue, and providing all required reporting.
- Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity.
- Participating in data collection and reporting as required.
MSF Section/Context Specific Accountabilities.
- Ensure the minimum MSF standards of WATSAN practices are adhered to achieve sufficient water supply and consumables required to maintain proper hygiene conditions in the hospitals and PHCC sites supported by MSF -this includes proper waste management in the hospitals, hand washing, food hygiene, safe water supply, warning on dangerous or toxic areas etc.
- Provide adequate facilities for excreta disposal by ensuring sufficient number of latrines in the hospitals and PHCCs
including child friendly latrines for children. - Engage the medical and logistics teams in defining waste management and IPC strategies.
- Ensure that soft waste is collected in plastic bags or plastic buckets, burned and the ashes disposed of in an ash pit.
- Organic wastes are collected in plastic buckets and directly disposed of in the organic waste pit.
- with no other treatment.
- Sharps are collected in reusable sharps containers and disposed of directly in a sharps pit.
- Safety boxes are burned using a safety box reducer before being disposed of in the sharps pit.
- Discard separately waste made of glass (vials, lab test tubes, etc.) crush with a glass crusher if available and dispose in a sharps pit.
- Ensure the waste area is secured and access is only authorized to trained staff.
- Waste managers are fully equipped with Personal Protection Equipment (PPE) and are aware that all accidents – blood exposure should immediately be reported to the medical team
- Provide on-the-job support for hygiene agents and other concerned staff.
- Refuse bins are made available in sufficient numbers and in all required locations.
- Ensure that waste is collected daily by a trained team with adequate means of transportation.
- Ensure proper procedures for preparation and storage of the chlorinated solutions at 0,05 %, 0,2 % and 2% asrequired.
- Implement proper sanitation, vector control, Waste and Wastewater disposal in Shinkafi/Zurmi general hospitals,
PHCCs and DMC sites. - Supervise the construction and proper functioning of soak away pits and grease traps.
- Schedule and Implement Insecticidal Residual Spraying (IRS) for MSF facilities.
- Ensure availability of laundry facilities after needs evaluation in the health facilities and PHCCs in which MSF is present
- Train staff in the health facilities on appropriate hand hygiene practices and proper utilization and disinfection of
hospital linens and re-usable of Personal Protective Equipment (PPE). - Ensure IPC measures are implemented with regard to laundry, environmental cleaning, sterilization and disinfection.
- Supervise any WATSAN construction, rehabilitation carried out by sub contracture parties.
- DMC: Ensure that WATSAN activities accompany the medical interventions at community and train the community
health workers and provide key supplies where applicable: - Support and train the WATSAN team on the minor or specific technical works such as rehabilitation or installation of
pumps and solar panels. - Carry out rapid assessments or participate in explo missions to assess Watsan needs to be able to advise and design intervention strategies in line with MSF protocols and guidelines.
- Assess community water storage systems with an aim of improving storage capacity, treatment and distribution.
- Prepare key messages including pictures and messages to support hygiene promotion
- Non-medical hazardous waste (engine oil, batteries etc) is treated in a responsible way as much as possible and in
accordance with the Country Policy, - Ordering and management of Watsan materials according to need, ensuring tracking of consumption and reporting
on monthly basis. - Support the Health Promotion team in hygiene promotion activities in the health facility.
- Participate in the development and following up the Infection Prevention Control Action Plan. address infection
control issues related to patients with highly infectious diseases. - Ensure timely cleaning and maintenance of all water filter types, water storage tank/reservoirs, sanitation facilities
and waste zone. - Ensure maintenance of all functional hand washing point in the health facility.
- Raising awareness amongst MSF beneficiaries and training personnel on the importance of hygiene and sanitation.
- Supports the IPC supervisor to ensure that all IPC components are up to date in the health structures.
- The Watsan Supervisor reports to the line manager on any concerns related to water supply, hygiene and sanitation,
technical equipment, support structures and suggests solutions. - Collaborates with the Watsan supervisor of the emergency unit during emergency response
- Ensure timely data reporting for Health Information System and monthly reporting and shares with his line
Management.
Requirements:
Education
• Technical diploma, desirable specialization in water and sanitation
Experience
• Previous experience in technical works and organising of multiple activities, preferably
within MSF or similar work environment
Languages
• Mission language and local language essential
