The Nigeria National CSO Coalition to End Child Marriage (the Coalition) has over 100 CSO members working across the country’s six geo-political zones, in policy and budget advocacy, transforming discriminatory norms and practices, and adolescent girls empowerment and leadership.

Assignment: Child Marriage Situational Analysis in Northern Nigeria
Commissioned by : Girls Not Brides: The Global Partnership to End Child Marriage
Type: Short Term Consultancy (individual or small team)
Location: Remote/home-based, with engagement of Nigerian stakeholders
Duration: To be completed within 25 days of contracting
Reporting to: Senior Officer, Gender in the Africa Team at Girls Not Brides
Essential requirement : Strong working knowledge of the Northern Nigeria child marriage context

Language: English, Hausa.

Background and purpose

This situational analysis will examine the enabling environment for ending child marriage in Northern Nigeria. It will deliberately focus on systemic interventions, policy and legal reform, budget advocacy, and institutional accountability, rather than direct service delivery. It will assess political will, the policy and legal landscape, funding, programming, civil society, accountability, government stewardship, and key cross-sectoral systems. The emphasis throughout is on the structural levers that create the conditions for ending child marriage at scale.

Scope of work and deliverables

The consultant will adopt a mixed-method approach to deliver:

  • Analysis of the current landscape of child marriage in Northern Nigeria.
  • Strategic mapping of key Actors and Interventions.
  • Identification actionable Opportunities for intervention, across Policy and advocacy and influencing; institutional strengthening; and cross-sectoral approaches.
  • Articulation of Proposed Actions and Strategic Approaches that are practical and evidence based.
  • Proposing Geographic locations for consideration and prioritisation for project implementation.

Who we are looking for

The consultant must demonstrate:

  • Strong, current working knowledge of the child marriage landscape and actors in Nigeria across government, legal, civil society, international organisations, donors, programme and community levels (Nigerians and consultants based in Nigeria are strongly encouraged to apply).
  • Knowledge and established relations with key actors in the child marriage ecosystem in Nigeria, including UN agencies, government, donors, civil society, and media.
  • Proven conducting mapping, assessments and/or situational analysis for donor funded programmes and projects especially those focused on systemic interventions: policy and legal reform, budget advocacy, and institutional accountability, rather than direct service delivery. Excellent analytical and report-writing skills, with the ability to produce concise, decision-oriented documents.
  • A working knowledge of Hausa, the local language spoken in northern Nigeria is desirable.
