Tittle: Livestock Officer (Open to Nationals Only)
Location: Maiduguri, London
JOB PURPOSE
The Livelihood Livestock Officer would provide overall supervision and promotes and values participatory approaches to the field staff throughout the project cycle (identification of beneficiaries, awareness raising and sensitisation, Livelihood project activities, Pre and Post Activities Monitoring (PDM) as well as monitoring and evaluation under direct supervision of Livelihood Deputy Project Manager, specifically on Poultry Farming, Goat Breeding, Fish farming, capacity building etc.
RESPONSIBILITIES
Project Management
- Liaise and collaborate with relevant local authorities, donors’ program staff during field visits and other key stakeholders;
- Lead the field team in Planning, Coordinating, Monitoring and Reporting all INTERSOS’s field Livelihood-related activities in the area of Poultry Farming, Goat Breeding, Fish farming, capacity building etc
- Supervise and Manage Livelihood projects (as mentioned above) implementation at Field Level in line with proposals including strategies and donor requirements:
- Provide primary fleid level information/Assessment/targeting/Analysis to elaborate project concept notes and proposals for submission to Livelihood Deputy Project Manager:
- Ensure adherence to INTERSOS policies, guidance and procedures at field level;
- Provide Livelihood activities reports (in the areas mentioned above) to the Livelihood Deputy Project Manager as required;
- Provide regular progress reports to the Project Manager;
- Ensure that the project targets the beneficiaries that are most vulnerable and most in need;
- Participate in the development of relevant Livelihood projects, including monitoring, PDMs/assessment/verification process:
- Ensure to identify and fill capacity building gap at the field level;
- Support design and coordination of proposals and projects, in coordination with Livelihood Deputy Project Manager.
- Support on developing the Livelihood Project assessments:
- Map donor priorities within given sector and identify new opportunities,
- Manage the program implementation, including on issues on nutrition, protection and gender mainstreaming project cost and indicators, input, output & outcome at the field level;
Line Management
- Manage and Train all the relevant Livelihood project field staff in areas of Poultry Farming, Goat Breeding,
- water harvesting, capacity building etc;
- Identify technical gaps and support capacity building for technical line reports
- Contribute to setting performance objectives and performance appraisals of technical staff in the same field
- When necessary, and with approval of his/her line manager, provide stop-gap support in absence of Deputy Project Manager, in close coordination with team focal points (identified by the PM before his/her absence)
Technical Support
Support in developing program strategy and priorities based on thorough understanding of needs and context
Implement technical direction for the livelihood project and ensure high technical quality of project at the field level:
Ensure that programme strategy, and design is integrated with other INTERSOS sectors
Support in development, harmonization, and roll out of SOPs, tools and guidelines
Provide regular technical support and guidance to Deputy Project Managers and other relevant staff in both a structured manner and on a case by case basis.
Ensure compliance with INTERSOS standards and procedures and alignment with global strategy, through regular coordination with colleagues in support services at Base Office and Field Offices level.
Coordinate with sector colleagues at Field level as appropriate about relevant issues
Support in providing technical review of all proposals and reports and other relevant sector-specific donor communications
Quality Assurance
Ensure program implementation progress; identification, resolution and/or escalation of issues;
Work with M&E to implement the harmonized tools and databases to monitor and track efficiency and quality of programming and improve information management within the sector focal points.
Work closely with M&E in implementation, and evaluation of sector-level programming
Coordinate with M&E to ensure accountability mechanisms are established for programming

- Provide regular updates to Livelihood – Project Manager
- Any other duties as agreed with Project Manager
POSITION REQUIREMENTS
Qualifications and Experience:
- B.Sc Degree in Agricultural Science, Animal Science & Veterinary Medicine.
- Further qualification in Livestock management will be an added advantage
- Minimum 3 years of experience from at national level project implementation position in a humanitarian /
- developmental context,
- Experience in working in complex and volatile contexts;
- Technical Livelihood expertise (Livestock breeding & brooding, and Cash for Work program);
- Documented results related to the position’s responsibilities;
- Experience in leadership and problem solving;
- Fluency in English, both written and oral including local language ad advantage;
- Capacity to adapt to basic living conditions:
- Ability to put up with job pressure;
- Ability to deliver high quality work within tight deadlines;
- Strong negotiation skills
