AfriHealth Metrics™ – hiring Adhoc Assessor — Public Health Specialist (MERL) ( Multiple Locations)

About AfriHealth Metrics™
AfriHealth Metrics™ is an independent healthcare performance intelligence organisation building Africa’s first standardised system for assessing, measuring and benchmarking healthcare facilities across the continent. Our flagship methodology, the Facility Readiness and Performance Index™ (FRPI™), evaluates facilities across 120 indicators spanning 10 performance domains, producing composite scores and facility-level assessments that are comparable across facility types, ownership models and geographic contexts, from primary health centres in Kibera, Kenya to tertiary private hospitals in Lagos, Nigeria. We serve governments that need evidence to plan and invest, health insurers building credible provider networks, development partners and investors seeking independent verification of facility readiness, and the healthcare providers themselves, who deserve a clear, external measure of where they stand and a precise path toward improvement. We are not measuring African healthcare through a borrowed lens. We are building the tools this continent deserves from the ground up.

The FRPI™ assesses healthcare facilities across six instrument types covering Primary, Secondary, and Tertiary facilities in both the public and private sectors. The Public Health Specialist (MERL) Assessor is the health information systems and data quality specialist of the FRPI™ assessment team. You will evaluate the integrity of health data, the functionality of monitoring and evaluation systems, and the quality of health information management across the facility. Where the clinical professionals on the team evaluate what is happening in a facility, you evaluate how it is being measured, recorded, and reported.
Assessment Responsibilities
As an FRPI™ Public Health Specialist (MERL) Assessor, you will evaluate the following areas during facility visits. Specific assessment items vary by facility type (Primary, Secondary, or Tertiary) and ownership (public or private).
- Assess health information management systems across the facility, evaluating the functionality, completeness, and accuracy of recording and reporting platforms, including DHIS2 and all facility-level paper-based registers.
- Evaluate data quality and reporting completeness, verifying that facility records are internally consistent, accurately submitted to national reporting systems, and free from significant discrepancies between source registers and reported figures.
- Assess disease surveillance systems, including case detection and notification processes, compliance with national Integrated Disease Surveillance and Response (IDSR) protocols, and the timeliness and completeness of disease notification records.
- Evaluate monitoring and evaluation systems in use at the facility, including indicator tracking frameworks, data use practices in facility management decisions, and the availability and quality of programme performance review documentation.
- Review community health programme documentation, including outreach activity records, defaulter tracking systems, and community engagement evidence for programmes covering immunisation, maternal health, and disease prevention.
- Assess data governance practices across the facility, including patient data confidentiality systems, staff access controls to sensitive records, physical and digital records management, and archiving standards.
- Support the assessment team’s overall data collection integrity, ensuring that all FRPI™ instrument responses are internally consistent, supporting evidence is verified, GPS coordinates are captured accurately, and photographic evidence matches the responses recorded on the instrument.
- Lead documentation of the health information systems and data quality domain during facility assessments, ensuring all findings are accurately recorded, discrepancies between recorded and reported data are clearly flagged, and any data integrity concerns are escalated appropriately during the team debrief.
