COOPI – Cooperazione Internazionale is an Italian humanitarian non-governmental organization founded in Milan in 1965. COOPI aims to help the world’s poorest to improve their access to healthcare, food, and financial security, and to overcome their special vulnerability to wars, civil conflicts and natural disasters. For 50 years of long-term support and constant presence in the field, COOPI has been engaged in breaking the cycle of poverty and responding to specific emergencies in numerous sectors, including Food Security, Humanitarian Aid, Health, Socio-Economical Services, Water and Sanitation, Disaster Risk Reduction, Human Rights, Education and Training, Migrations and Sustainable Energy.

We are recruiting to fill the position below:

Job Title: Business and Community Mobilizer 

Location: Bade, Yobe

Overall Responsibilities

• The Business and Community Mobilizers will support field-level implementation of the AFTI project in Bade LGA, serving as a link between COOPI, communities, farmers, enterprises, PMOs, CAFIs, and other stakeholders.
• The position will mobilize project participants across target communities, support PMO strengthening, facilitate entrepreneurship and financial literacy activities, provide Business Development Support, coaching and mentorship, and promote digital registration, financial inclusion, market access, and improved agricultural and post-harvest practices.

Key Responsibilities
Under the direct supervision of the Post Harvest Officer, Financial Inclusive Officer and Market Linkage Officer, the Business and Community Mobilizer will be responsible for:
Community Mobilization and Engagement:

• Lead community mobilization and sensitization of project participants on project objectives, eligibility criteria, activities and responsibilities.
• Support transparent identification, verification, registration, and onboarding of targeted project participants across targeted communities.
• Establish and maintain effective relationships with traditional leaders, community structures, women and youth groups, government extension workers, and other stakeholders.
• Facilitate community consultations, focus group discussions, awareness sessions, and feedback meetings to strengthen participation and ownership.

Producer Organization and Enterprise Development:

• Support the establishment and strengthening of Producer Marketing Organizations (PMOs) with inclusive governance and meaningful participation of women and youth.
• Facilitate entrepreneurship, business management, financial literacy, market analysis, and cooperative governance training.
• Provide Business Development Services (BDS), coaching, and mentorship to farmers, youth entrepreneurs, women-led businesses, processors, aggregators, and SMEs.
• Support selected enterprises to develop business plans, budgets, pricing, marketing, and growth strategies.

Market and Financial Linkages:

• Support project participants to understand market requirements, quality standards, pricing, packaging, and buyer specifications.
• Work with the Market Linkage Officer to facilitate farmer–buyer engagement, aggregation planning, and B2B opportunities.
• Mobilize project participants to utilize Community Grain Banks and post-harvest processing hubs.
• Link project participants with CAFIs and financial institutions and promote savings, responsible borrowing, and productive investment.

Digital and Technical Support:

• Support digital registration of project participants and promote the use of digital market, weather, agronomic, and business advisory services.
• Promote adoption of improved agricultural, post-harvest handling, storage, processing, and value-addition practices.
• Conduct regular field visits to provide technical guidance, business coaching, and follow-up support.

Gender, Inclusion, and Accountability:

• Promote meaningful participation of women, youth, persons with disabilities, and other vulnerable groups in project activities and decision-making.
• Support safeguarding, protection, accountability, and community feedback and grievance mechanisms.
• Ensure community engagement approaches are inclusive, culturally appropriate, and conflict-sensitive.

Monitoring, Reporting, and Documentation:

• Maintain accurate records of project participants, training, coaching, PMO activities, business performance, and community engagement.
• Collect and submit timely data using approved COOPI/WFP tools and digital platforms, including Kobo/ODK.
• Contribute to monitoring project indicators, including business performance, income growth, market participation, and adoption of improved practices.
• Document success stories, lessons learned, challenges, innovations, and emerging business opportunities.
• Prepare regular activity reports and provide timely updates on progress, challenges, risks, and recommendations.

Additional Responsibilities:

• Stay abreast of developments in conflict sensitive programming and humanitarian response.
• Perform other duties as necessary, commensurate with professional background and experience, as deemed by the supervisor.
• This Terms of Reference outlines the key responsibilities and expectations for the Business and Community Mobilizers under the WFP/BMZ-funded project.

Education, Qualification and Experience

• Higher National Diploma or Degree in Agriculture, Business Admimistration, Community Development, or related field.
• Minimum of 2 years of experience in community engagement or outreach.
• Fluency in English and Hausa and/or relevant local languages spoken in Bade is essential.
• Strong communication and teamwork skills.
