Job Title:Learning & Development Specialist

Job Type: FIXED TERM CONTRACT STARTING WITH 6 MONTHS /LEVEL 8)
Main Purpose:
Development, implementation, maintenance and monitoring of the L&D work in the coordination according to MSF policies, standards and values in order to support a continual high level of capability and performance to meet operational goals. Contribute to the development of L&D activities in the projects by supporting the Management Team in the analysis of learning needs and use of appropriate L&D solutions. Provides active support to staff (global task force) regarding the use of L&D tools and the implementation of work-related L&D activities in the project. This position is intended to be based on the coordination of a mission, with a focus on activating L&D directly in teams, communities of practice and in experiential, on-the-job situations.
Job Description
- Defines procedures and ensures the implementation, monitoring, maintenance and correct functioning of the L&D tools, processes and plans
- Manages L&D activities in support of and in close collaboration with the field supervisors, managers &/or field coordinators responsible for each department (logistics, medical, supply, etc.)
- Carries out learning needs assessment and feasibility studies in the project to provide line managers with alternatives and possible solutions. Upon approval of line manager, liaises directly with the staff to identify learning needs, supporting L&D plans & solutions and prioritization of requests.
- In close collaboration with the HR Manager, plans & supports all L&D aspects of the employee development cycle: induction processes, individual and team development & training plans, performance evaluations, relevant aspects of recruitment, as well as communication about and upkeep of L&D tools and opportunities. Ensures follow-up and evaluation to support staff in transfer of learning to performance after L&D processes and learning events..
- Develops L&D tools, processes & strategy when needed together with the HRCo to implement with the HR Manager and with project leaders & managers.
- Ensures the proper documentation, filing and the compilation of records of training courses and learning programs and regularly shares them with the hierarchical and with the functional report (HR Coordinator).
- Acts as a technical L&D specialist, providing advice, technical feedback about and follow-up on quality of implementation of L&D activities linked to operational needs and objectives. When required, acts in Flying/Mobile role to provide L&D technical advice and support to other parts of the mission.
MSF Section/Context Specific Accountabilities
Planning and Learning Need Assessment
- In every need assessment season (August September), fully support HRCO in identifying the learning needs of departments and projects using the latest MSF OCBA learning needs assessment tool and framework.
- Brief and guide staff, projects and departments on the process and tools of learning need assessment Build MLP (Mission Learning Plan) based on the raw data collected from the learning need assessment
- and make sure the plan hasn’t missed key information.
- Devising a learning and development strategy for the mission in collaboration with HRCO.
- Plan in to implementation action plan with time tables.
Learning Programs Implementation
- Be the primary responsible focal point in conducting induction for both LHS and IMS; in Nigeria mission
- Be the principal implementer of “Welcome to MSF” induction course in the Nigeria mission with the support of WTMSF Facilitators.
- Identify diverse training and development solutions based on the annual learning needs assessment by actively maintaining networks with MSF units (Learning Unit, LDS) and external partners such as trainers and local institutions.”

- Ensures staff is aware of learning policies, tools, opportunities and provide awareness creation programs on the existing learning and development process.
- Make sure the annual learning plan get implemented by communicating with responsible people (Trainers, participants, projects, departments, Cell, etc) for timely scheduling and execution of learning programs.
- Prepare materials whenever needed and facilitate or co-facilitate training in line with mission and project specific needs.
- Support staff with the maarifa account
- Be the focal point for the MIO and MST that are coordinating the implementation of the training plan in the MLP.
Evaluation, feedback and reporting
- Evaluating conducted Learning and development programs in the mission and provide feedback to HRCO. Ensure that all the staff are evaluated (PMS) periodically or annually in collaboration with managers and supervisors.
- Ensure that the staff trainings, detachment and PMS are encoded in Homere periodically. Monthly does the follow-up of the MLP and leads the MLP MidYear Review and the MLP EndYear

Requirements:
Education
Degree in the field of HR, learning and development, organizational development.
Experience
Essential
Essential previous working expenence of at least two years in relevant jobs
Experience in delivering basic level training courses based on adult learning.
Desirable
Desirable previous experience with MSF or other NGOs
Language
Well-versed with the employee life cycle and its related L&D processes
Knowledge
Essential English (Level C1) and Local languages are desirable
