ACCOUNTABILITIES/RESPONSIBILITIES
1. Provide engineering and project management services and apply best practices, standards and innovative technologies that comply with WFP standards and processes.
2. Provided technical guidance supporting the construction procurement process and supporting all planning, designing, implementing and managing large-scale solar-powered irrigations, postharvest management, and alternative livelihood infrastructure.
3. Undertake capacity gap needs assessment of the partners and organize capacity building programs (workshops, training, exchange visits, etc.) to address these gaps, especially focused on small and largescale irrigation and other rainwater harvesting systems in the Maiduguri Area Office.
4. Contribute to implementing WFP policies, standards, norms and practices ensuring compliance with the wider WFP policies, procedures, guidelines and operations. Ensuring thorough analysis of the county’s project proposals to enable effective decision-making on project technical feasibility.
5. Provide technical guidance for food production system procurement processes, monitor the implementation of projects through regular field visits, and deliver necessary technical support to ensure timely and quality completion of all activities. This will involve timely preparation and management of tender documentation, budgets, bid evaluations, contract negotiations, and technical/expert guidance to ensure a successful construction procurement process.
6. Provide technical guidance to support procuring high-quality engineering, non-food items (NFIs) and ensure timely delivery to communities for effective project implementation.
Monitor the implementation of the projects through field visits and provide necessary technical support.
7. Support the collation of data and contribute to the preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to stakeholders.
8. Work closely with the AO-based Resilience and Livelihoods officer and Head of Programs to provide technical guidance that supports the procurement of quality non-food items and ensures they are supplied to the communities to implement projects effectively.
9. Participate in technical or design reviews, exchange knowledge and experience, and stay abreast of water harvesting technologies and engineering technologies in general to facilitate the implementation of innovative engineering solutions.
10. Prepare evidence-based recommendations on improving facilities/infrastructures’ suitability for operational purposes, safety, and efficiency of structures and equipment, including support in developing project guidance materials (e.g., manuals) on project implementation.
11. Strengthen the formation and registration of Irrigation Water Users Associations (IWUAs) to guide irrigation and water use management in targeted counties effectively.
12. Perform other related duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education: University Master/ BSC degree in Agricultural Engineering, Natural Resource
Management, Forestry, Economics, Agriculture, Environmental Science, Agricultural
Engineering, or another field relevant to food security and livelihood, with a demonstrated
focus/interest on rural livelihoods.
Experience: 10 years of relevant work experience in Agricultural engineering Natural Resource
Management, Integrated Watershed Planning, Dryland Agriculture and Rural
Development, and Food Security and Nutrition.
Knowledge & Skills:
1. Exposure to and experience with water works and infrastructure implementation,
agriculture and livestock, watershed management, Natural Resource Management, Rural
Development, Social Protection and planning, participatory approaches and communityled
change projects, food security, nutrition programmes and safety nets desirable.
2. Exposure to and experience with food security, nutrition programmes and safety nets are
desirable.
3. Proficiency in Windows and MS Office (Word, Excel, PowerPoint, Outlook) and
experience using geographic information systems are an advantage.
4. Good analytical skills; resourcefulness, initiative, maturity of judgement, tact, and
negotiating skills; ability to communicate clearly both orally and in writing; ability to
work in a team and establish effective working relations with persons of different
national and cultural backgrounds.
5. Ability to cope with situations which may threaten health or safety; flexibility in
accepting work assignments outside standard desk description. Ability to deal
patiently and tactfully with people of different national and cultural backgrounds.
