Health Promoter Community Engagement Supervisor at Medecins Sans Frontières MSF – Spain

Job Title:Health Promoter Community Engagement Supervisor
Location: Gwoza,Borno
Job Title:Fixed Term Contract Starting With 6 Months /level 7
Main Purpose:
With the support and guidance of the HPCE Manager, responsible for implementing the HPCE strategy / workplan, with community participation, and supervising the HPCE activities and HP teams working in the communities or the health facilities, according to the project objectives, MSF values, standards and procedures.
Job Description
HPCE strategy, activities and monitoring:
- • Actively contribute to the design/adaptation of the HPCE strategy / workplan.
- • Lead and follow up on the implementation of the HPCE strategy / workplan, according to the chronogram.
- • Support participatory approaches and regular patient/community consultations before and during implementation of the HPCE strategy.
- • Organizing health awareness sessions for MSF’s medical and non-medical staff
- • Support in the design of health education materials and participatory methods, applying the right process (pretesting, validation of content, translation).
- • Contribute to rapid assessments and surveys.
- • Actively support in the systematic collection, encoding and reporting of community feedback and rumours.
- • Support the implementation of community-based surveillance (data collection, active case finding, tracing, linkage to care.
- • Responsible for the planning and organization of community meetings (in collaboration with HPCE Manager).
- • Contribute to the community mapping.
- • Monitoring: Ensure the availability of the data collection tools; the data encoding in the data base and the quality check.
- • Monitoring: Contribute to the analysis of the monitoring data and look for adjustment (in collaboration with HPCE manager), monthly reporting (MMR, sitrep,…)
Team management:
- Contribute to evaluation of the HP team (with the HPCE manager).
- Contribute to the development plan for the HP team.
- Training: Contribute to the needs assessment, design and implementation of training for the HP team,in collaboration with the HPCE manager.
- Organize regular and systematic supervision of the HP activities and provide on the job-coaching.
- Ensure the planning and practical organisation of the activities for the HP team (HP roaster).
- Ensure the organisation of regular HP team meetings.
MSF Section/Context Specific Accountabilities
Lead the CEHP team.
- Take the lead in daily planning and supervision of the CEHP team in both the community and the hospital
- Provide direct supervision to CEHP to ensure the team actively engages in community activity and health promotion services at all points
- Maintain constant communication and feedback to your line management (PC and PMR)
- Ensure team participation in regular planned activities such as meetings, trainings etc
Surveillance
- Ensure strengthening both community and facility surveillance systems through training, identification, and active reporting
- Integrate active and passive nutrition surveillance/screening for children under 5 and pregnant and lactating mothers in both hospitals and facilities
- Constant monitoring and reporting of community movements, deaths and deliveries
Training and capacity building
- Identify training needs and provide regular capacity building and on-the-job training to the CEHP team
- Ensure weekly and monthly training plans are available and followed
People-centered approach
- Strong community engagement will ensure good feedback from the community on their needs and MSF perceptions and acceptance
- Strong coordination with MSF social worker to ensure good linkages of patients requiring social needs or protections
- Ensure the community understands clearly MSF services and policies through regular engagement.
Monitoring and evaluation.
- Ensure CEHP team have all the necessary tools for data collection and reporting
- Provide necessary training on data collection and reporting making sure the team understand all reporting tools
- Ensure weekly Puntu Information and monthly sitrep are submitted in time to your line managements (PMR and PC)
Security & Risk Management
- Ensure the team keep alert to security context at all times and must report security incidents or concerns promptly to line management, or PC
- Ensure all security related information are timely share with PC for further follow up and decisionmaking
Referrals
- Strengthen the community referral systems to MSF facilities or PHCCs according to the referrals criteria
Requirements:
Education
• Desirable: Bachelor’s in social sciences, social work, behavioural sciences, public
health, community health, nursing. Essential: secondary school diploma.
Experience
• Essential: At least 2 years’ experience in: • health promotion • team management experience • program implementation.
• MSF experience is an added advantage. Experience with qualitative methodology is highly desirable.
Languages
• Mission language and local language essential
Knowledge
• Basic computer skills in word and excel are essential

Remuneration
As per MSF salary scale (National contract)
