Terms of Reference (ToR): Consultancy for Community-Based Climate Risk Assessments at Women Environmental Programme (WEP)

Background

Women Environmental Programme (WEP), as a member of the consortium implementing the Partnership for Agile Governance & Climate Engagement (PACE) project, managed by DAI (Development Activities International Limited) and funded by the Foreign, Commonwealth and Development Office (FCDO) is undertaking a project to strengthen participatory climate governance and enhance the adaptive capacity of vulnerable populations, particularly women and persons with disabilities (PWDs), in two high-risk Local Government Areas (LGAs) in Jigawa State, Nigeria.

Jigawa State, located in Nigeria’s semi-arid northwest, faces significant climate challenges, including recurrent flooding and erratic rainfall, which impact agriculture and livelihoods. These issues are compounded by weak institutional coordination, limited community participation, and the exclusion of marginalized groups (women, youth, and PWDs) from climate planning and access to services such as irrigation and agricultural inputs. This necessitates the identification of localized vulnerabilities and capacities to inform inclusive and equitable adaptation strategies for marginalized groups.

This consultancy will support WEP’s project by conducting community-based climate risk and needs assessments to inform localized adaptation strategies and advocate for equitable public investment in climate-resilient infrastructure and services.

Purpose of the Consultancy

WEP seeks to engage a qualified consultant to conduct Community-Based Climate Risk and Needs Assessments in two high-risk LGAs in Jigawa State. The assessment will identify climate vulnerabilities; document existing dry season farming techniques and community-level innovations and propose localized adaptation strategies to guide advocacy and investment in climate-resilient infrastructure and services.

Objectives of the Consultancy

The consultant will be expected to:

• Conduct participatory climate risk and needs assessments in target LGAs (to be determined by stakeholders).
• Document existing dry season farming practices, including irrigation techniques, crop choices, and indigenous knowledge.
• Evaluate the resilience and adaptive capacity of these practices to climate variability and change.
• Facilitate participatory risk assessments with community members to gather local insights and co-develop adaptation strategies.
• Provide recommendations for integrating findings into local development plans, agricultural extension services, and climate adaptation policies.

Scope of Work and Methodology

The consultant will:

• Conduct participatory field assessments on climate risks and dry season agricultural practices in at least eight (8) communities (four per LGA).
• Map areas engaged in dry season farming and identify climate-sensitive zones.
• Design an assessment methodology tailored to local contexts.
• Organize and facilitate inclusive community focus group discussions and key informant interviews.
• Analyze data to identify climate risks and resilience gaps.
• Develop visual tools (maps, charts) to communicate findings.
• Prepare a comprehensive report with findings and recommendations.
• Present findings during a stakeholders’ validation workshop.
• Ensure gender and disability inclusion in all assessment processes, with disaggregated data in the findings.

Deliverables

• Inception report outlining methodology and work plan.
• Field assessment report including community profiles and farming practices.
• Climate risk maps and visualizations.
• Draft report with findings, analysis, and recommendations.
• Presentation of findings to stakeholders.
• Final report incorporating feedback from the validation meeting.

6. Reporting and Supervision

The consultant will report directly to WEP and work closely with designated project staff. Regular check-ins will be scheduled to monitor progress and provide feedback.

7. Duration of Assignment

The consultancy is expected to be completed within four weeks from the date of contract signing.
