Medecins Sans Frontieres (MSF) is an international, private, non-governmental, non-profit humanitarian organization. Our organization offers assistance to populations in distress, to victims of natural or man-made disasters, to victims of armed conflict, without discrimination irrespective of race, religion, creed or political affiliation. We have been working in Nigeria since February 1996. A Memorandum of Understanding between Medecins Sans Frontieres and the Federal Government of Nigeria facilitates this. Tittle Job: ICT SUPERVISOR (Fixed Term)

Location: Birnin Kebbi 

Main Duties and Responsibilities:

• Monitoring, maintaining and following up on all Information Technology (IT) and Telecom equipment, tools and services in the mission, in accordance with MSF standards, policies, protocols and procedures;

• Supervising, implementing and improving data security protocols (data saving, firewall, User Access right, backup, security for equipment and software, etc.) to ensure data security, availability, and immediate operational recovery and continuity in case of emergency;

  • Providing technical support and presenting MSF standards, policies, protocols and procedures to all users. Providing advanced technical support to logistics experts dealing with IT and Telecom systems. When needed, liaise with the Information Systems (IS) Specialist and/or HQ Technical Referent for 2nd line support, as well as with external providers, to ensure any incidents or problems that cannot be solved at his/her level are appropriately escalated;

• Providing educational support (briefing, training and support, etc.) to all users. Providing advanced educational support (briefing, training and support, etc.) to logistics experts dealing with IT and Telecom systems;

• Providing regular activity reports for the sites under his/her responsibility in accordance with MSF guidelines. Updating and archiving all user and ICT (Information and Communications Technology) related documentation due to changes in the IT and Telecom infrastructures;

  • Participating in the establishment of the annual budget of the IT and Telecom families. Providing his/her technical expertise in the local purchase process;

• Planning, preparing and reporting the visits to the site(s) under his/her responsibility to ensure the preceding points;

• Performing any other task, specific to his/her area of specialty, as defined in his/her job description and according to the line manager.

MSF Section/Context Specific Accountabilities

• Ensure continuity of service and safety with respect to the ICT technical family

• Regularly assess the ICT infrastructure (with ICT basics or other mission validated assessment tools)

• Support the project for the use of asset management system (Track My Stuff), Helpdesk and other Log knowledge management tools (ID card, etc)

• ICT Helpdesk (1st Line Support) – Resolve software and hardware issues for project staff.

•Network Monitoring Ensure continuous monitoring of IT and Telecom networks and respond to service interruptions promptly.

• Device Configuration – Configure computers, printers, and other devices according to MSF standards and programs.

• IT & Telecom Maintenance – Ensure all IT and telecom equipment, tools, and services are regularly maintained and meet MSF standards.

• ICT Asset Management Conduct ICT asset inventory, manage loan certificates for equipment, and draft incident reports for damaged equipment.

•User Training & Support Provide educational support and guidance to users to ensure effective use of ICT systems.

• Eprep Support – preparation and maintenance of IT and Telecom kits for emergencies response in the project.

• Reporting & Documentation – Maintain records of IT and Telecom issues, assets, and service reports to ensure accountability and track progress.

Minimum Required Skills and Qualifications:

Education: A bachelor’s degree in a relevant field, such as computer science, information systems, or engineering

• An associate’s degree or diploma in ICT, along with substantial work experience

• Formal technical training

• Certifications in the domain would be an asset.

Experience: Preferably 1-2 years of proven experience in IT or technical functions, hands-on experience with networking, hardware/software support, and troubleshooting.

• Demonstrable experience in supervising and training others in a team setting

Languages: English essential. Local language (Hausa) desirable.
