DEPARTMENT OF CYBERSECURITY

The focus of the department is to equip MDAs and the public with sufficient knowledge, and skills to minimize and prevent cybersecurity threats and incidents.

CYBERSECURITY SPECIALIST (1 Position) (GL 10 & 12)
Oversees the agency’s cybersecurity strategy, policies, and operations. Ensures systems are
protected against cyber threats and vulnerabilities.

NETWORK SECURITY ENGINEER (2 Positions) (GL 10)
Design, implement, and maintain secure network infrastructure and monitor network traffic to

CLOUD SECURITY SPECIALIST (3 Positions) (GL 8 & 9)
Ensures the security of cloud-based infrastructure and services. Implements best practices for securing data and applications hosted in the cloud.

RED TEAM SPECIALIST (ETHICAL HACKER) (2 Positions) (GL 8 & 9)
Simulates cyberattacks to test the agency’s defenses. Identifies weaknesses and provides
actionable recommendations for strengthening security.

Educational Qualifications:
• Bachelor’s degree, HND or Higher in Computer Science, Cyber Security, Information
Technology or related field
• Advanced certifications (CEH, etc) are preferred

BLUE TEAM SPECIALIST (2 Positions) (GL 8 & 9)
Focuses on defending the agency’s systems from cyberattacks. Works closely with other teams to monitor, detect, and mitigate threats.

SECURITY OPERATIONS CENTER (SOC) ANALYST (3 Positions) (GL 8 – 9)
Monitors cybersecurity tools and systems in real-time to identify and respond to threats. Works in shifts to ensure 24/7 security monitoring.

Educational Qualifications:
• Bachelor’s degree, HND or Higher in Computer Science, Cyber Security, Information

DEPARTMENT OF ADMINISTRATION AND FINANCE

The Department of Administration and Finance (DAF) is responsible for ensuring that all
departments in the agency adhere to the agency’s policies and procedures. It manages the agency’s finances, including budgeting, salaries, and funds disbursement.

BUSINESS DEVELOPMENT OFFICERS (2 Positions) (GL 8 & 9)
Focus: The Business Development Manager shall be responsible for identifying growth
opportunities, fostering partnerships, and enhancing the agency’s revenue streams.

This role involves strategizing and executing initiatives that align with the agency’s objectives while engaging stakeholders to build mutually beneficial relationships.

The manager shall ensure the agency remains competitive in the digital infrastructure enforcement landscape by promoting its services, projects, and partnerships.

Educational Qualification:

• Bachelor’s degree in Business Administration, Marketing, Economics, or a related field.

DEPARTMENT OF INFORMATION AND COMMUNICATION

MEDIA AND COMMUNICATIONS TEAM LEAD (1 Position) (GL 8 & 9)
Focus: The Media and Communications Team Lead shall oversee the planning, coordination, and execution of communication strategies and media initiatives.

This role involves managing a team,
ensuring the organization’s messages are effectively delivered to internal and external audiences, and maintaining a strong public image.

Educational Qualifications:

• A bachelor’s degree in Communications, Public Relations, Media Studies, Journalism, or
a related field.

MEDIA ANALYST (4 Positions) (GL 8 & 9)
Focus: The Media Analyst shall monitor, evaluate, and report on media content, trends, and campaigns to provide actionable insights for the organization. They shall assess how media

Focus: The ICT Public Relations Officers shall Moderate at events, prepare presentations,
charts, and graphic illustrations to familiarize and train LAN and WAN users with

• A bachelor’s degree in Media Studies, Communications, Journalism, Marketing, Data
Analytics, or a related field.

SOCIAL MEDIA ASSISTANTS (8 Positions) (GL 5, 6 & 7)
Focus: The Social Media Assistants shall support the planning and execution of social media strategies by creating content, scheduling posts, and engaging with online communities.

Educational Qualifications:
• O’ Level Certificate or equivalent.
• Additional training or certification in Communications, or a related field (or equivalent

SEARCH ENGINE OPTIMIZATION (SEO) SPECIALIST (2 Positions) (GL 7,
& 8 )
Focus: The SEO Specialist is responsible for improving a website’s visibility and ranking on
search engine results pages (SERPs). They optimize content, structure, and technical aspects of a
site to drive organic traffic, improve user experience, and achieve business objectives.

Educational Qualifications:
• Bachelor’s degree, HND in Marketing, Communications, Computer Science, or a related field.

Certification in SEO or digital marketing (e.g., Google Analytics Certification, Yoast SEO,
HubSpot Inbound Marketing Certification) is advantageous.

VIDEOGRAPHERS (6 Positions) (GL 5, 6 & 7)
Focus: The Videographers shall capture and document, edit, and produce high-quality video
content for campaigns, events, and digital platforms, telling stories that resonate with the target audience.

Educational Qualifications:
• O’ Level Certificate or equivalent.
• Certificate in Film Production, Media Arts, or related field.

CONTENT CREATORS (6 Positions) (GL 5, 6 & 7)
Focus: The Content Creators shall develop engaging, relevant, and high-quality content tailored for various platforms, including blogs, websites, social media, and marketing campaigns.

Their role shall focus on crafting stories, articles, videos, and other formats to align with organizational objectives and audience
interests.

Educational Qualifications:
• O’ Level Certificate or equivalent.
Recognized Content Creator’s Certification or a related field are preferred

DEPARTMENT OF LEGAL MATTERS
The department of legal matters is responsible for ensuring that the agency’s operations comply with all relevant laws and regulations as well as ensuring the implementation of the agency’s laws and regulations across all MDAs.

CYBER LAW SPECIALIST (1 Position) (GL 9, 10, & 12)
Focus: The Cyber Law Specialist shall play a crucial role in ensuring the agency’s activities
comply with relevant laws governing cyber activities, digital infrastructure, and cybersecurity.

This specialist shall provide legal expertise on issues related to cybercrimes, data protection, and the enforcement of regulations in the digital ecosystem.

The position involves offering legal
advice, supporting enforcement actions, and ensuring compliance with evolving cyber laws and standards.

Educational Qualifications:
• Bachelor’s degree in Law (LLB) or Higher.
• Specialization in Nigerian Cyber Law, Nigerian Data Protection Act, Information
Technology Law, or a related field is highly preferred.

INTELLECTUAL PROPERTY LAWYER/SPECIALIST (IPS) (2 Position) (GL 8, 9 & 10)
Focus: The Intellectual Property Lawyer/Specialist (IPS) shall ensure that the agency’s operations, policies, and enforcement actions align with intellectual property laws and standards.

This role focuses on protecting intellectual property rights, addressing IP violations, and providing legal expertise on copyright, trademarks, patents, and related issues in the context of digital infrastructure and technology.

Educational Qualifications:
• Bachelor’s degree in Law (LLB) or Higher.
• Specialization in Intellectual Property Law is highly desirable.

REGULATORY COMPLIANCE OFFICERS (1 Positions) (GL 8 & 9)
Focus: The Regulatory Compliance Officers shall be responsible for ensuring that the agency adheres to all legal and regulatory requirements related to its operations in the digital infrastructure
sector.

This role also involves monitoring compliance, assessing risks, and implementing policies to uphold standards and prevent violations across all MDAs. The officer serves as a key liaison
between the agency, regulatory authorities, and other stakeholders.

Educational Qualifications:
• Bachelor’s degree or Higher in Law, Public Administration, Business Administration,
Compliance Management, or a related field.
• Advanced degrees or certifications in regulatory compliance, risk management, or
governance are an advantage.

CONTRACTS/LICENSING OFFICER (1 Positions) (GL 8 & 9)
Focus: The Contracts/Licensing Manager – Legal shall oversee all legal aspects related to
contracts and licensing within the agency. This role is essential for ensuring that the agency’s
agreements and licenses are legally sound, compliant with applicable regulations, and aligned with organizational goals. The Contracts/Licensing Manager shall work closely with stakeholders to draft, review, and negotiate contracts while managing licensing activities to ensure adherence to legal and regulatory standards.

Educational Qualifications:
• Bachelor’s degree in Law (LLB) or Higher.
• Certification in Contract Law, Business Law, or a related field is preferred.

DATA PRIVACY/PROTECTION OFFICERS (2 Positions) (GL 8 & 9)
Focus: The Data Privacy/Protection Officers shall be responsible for ensuring the agency’s
compliance with data protection laws and regulations. This role involves developing and
implementing data privacy policies, monitoring data processing activities, providing training on
data protection, and acting as the primary contact point for regulatory authorities and stakeholders on privacy-related matters. The officer plays a critical role in protecting sensitive data and maintaining public trust in the agency’s digital infrastructure enforcement activities.

Educational Qualifications:
• Bachelor’s degree or master’s (LLM) in Law, Information Technology, Data Science, or
a related field.
• Specialization in Nigerian Cyber Law, Nigerian Data Protection Act, Information
Technology Law, or a related field is highly preferred.

LEGAL ASSISTANTS (1 Position) (GL 8 )
Focus: The Legal Assistants shall provide support to the legal team by managing administrative tasks, conducting legal research, drafting documents, and ensuring smooth coordination between departments. This role is vital for the efficient operation of the legal department and contributes to the agency’s compliance with laws and regulations in the context of digital infrastructure
enforcement.

Educational Qualifications:• Bachelor’s degree in Law, Legal Studies, Political Science, or a related field.
• Paralegal certification or legal assistant training is an advantage.

DEPARTMENT OF SYSTEMS AND OPERATIONS

Define how systems are built and ensure that these systems are operational and meets quality
standards. The department will also focus on system maintenance policies because maintenance itself is a key part of sustainability, as it improves operations and contributes to longer system life.

CHIEF OPERATIONS OFFICER (1 Position) (GL 9 & 10)
Focus: The Chief Operations Manager or Director shall be a senior executive, responsible for overseeing and optimizing the daily operations of the Agency. This role is pivotal in ensuring that organizational processes are efficient, effective, and aligned with the strategic objectives of BENDISMEA.

Educational Qualifications:
Bachelor’s degree, HND or Higher in business administration, finance, or a related field is required. Preferably, candidates with a Master of Business Administration (MBA) or its equivalent.

E-PROCUREMENT OFFICERS I & II (2 Positions) (GL 8 & 9)
Focus: The E-Procurement Officer is responsible for optimizing the procurement strategy. They will use e-procurement, or electronic procurement, to manage the process of ordering, purchasing, and paying for goods and services online. Also oversee the State e-procurement portal and manage the supply chain, inventory, and distribution of resources required for agency operations.

Educational Qualifications:
Bachelor’s degree, HND in Supply Chain Management, Business Administration, Accounting, Statistics, certification in e-procurement or a related field is required.

GIS SPECIALIST I (1 Position) (GL 8 & 9)
Focus: Responsibilities involve managing and coordinating Benue’s Digital GIS operations.

Educational Qualifications:
Bachelor’s degree, HND or higher in Remote Sensing and GIS, Geography, IT, Statistics, Business Administration in a related field is required.

GIS OFFICERS (2 Position) (GL 7 & 8 )
Focus: Responsibilities involve managing and coordinating Benue’s Digital GIS operations.

Educational Qualifications:
Bachelor’s degree, HND in Remote Sensing and GIS, Geography, IT, Statistics, Business
Administration, or a related field is required.

TECHNICAL OPERATIONS LEAD (1 Position) (GL 9 & 10)
Focus: The role of the Technical Operations Lead shall involve overseeing technical teams,
managing operations related to IT systems or infrastructure, and ensuring effective service delivery to meet government objectives.

The person shall also have oversight duties as facility manager.

Educational Qualifications:
• Bachelor’s degree, HND in Information Technology, Computer Science, Engineering, or
a related field.
• Advanced degrees (e.g., Master’s in Business Administration with a focus on IT) are an

OPERATIONS TRAINING & DEVELOPMENT OFFICERS (3 Positions) (GL 8 & 9)
Focus: Training & Development Officers shall be responsible for identifying, planning, and

Their work shall ensure that the organization meets its objectives by fostering a competent and motivated workforce.

Focus: The Operations Support Specialists shall play a critical role in ensuring smooth operations
in specialized domains like security and customer support. Their duties shall focus on maintaining operational efficiency, addressing technical and logistical challenges, and improving customer satisfaction while ensuring compliance with organizational policies and security standards.

Educational Qualifications:

HELP DESK TECHNICIAN (25 Positions) (GL 5 – 7)
Focus: Maintain, install, or troubleshoot hardware and software, resolve networking issues, or help resolve other problems in the MDAs and improve staff satisfaction while ensuring compliance with BENDISMEA organizational ICT policies and security standards across various MDAs.

Educational Qualifications:
• O’ Level Certificate or equivalent.
• Recognized Information Technology Certification, Computer Science Technician,
Security Systems Technology, or a related field.
• Certifications in relevant areas, such as CompTIA A+, Security+, Advanced Computing
or certifications in Cisco.

OPERATIONS CLERK (5 Positions) (GL 5 – 7)
Focus: Responsible for the day-to-day administrative tasks of the agency. These involves answering of phone calls, scheduling of appointments, and managing records as well as file movement.

Educational Qualifications:
• O’ Level Certificate or equivalent.
• Computer literacy: proficiency in using various computer programs, including word
processing, spreadsheet, and email.

CLEANERS (5 Positions) (GL 5 – 7)
Focus: Keep the workplace clean and sanitary by regularly sweeping, mopping, dusting, and
vacuuming.

Educational Qualifications:
• O’ Level Certificate or equivalent.
• Certified Industrial Cleaner (CIC) is an additional advantage

QA DOCUMENTATION ASSOCIATE (20 Position) (GL 4 – 7)
Focus: The QA Documentation Associate shall be responsible for creating, managing, and
maintaining quality assurance documentation throughout the software development lifecycle.
They shall ensure that all QA processes, policies, and test results are accurately documented, accessible, and compliant with organizational and regulatory standards. This role is critical for maintaining transparency, traceability, and audit readiness in quality assurance activities.

Educational Qualifications:
• O’ Level Certificate or equivalent.
• Certifications in technical writing, QA, or process documentation (e.g., Certified Quality

SYSTEMS PERFORMANCE ANALYST (3 Position) (GL 8 & 9)

reliability, and scalability of digital systems used in enforcement activities.

They shall analyze performance metrics, identify system bottlenecks, and recommend improvements to enhance overall system effectiveness.

Focus: The Graphic Designers shall create visually appealing designs for branding and

PRODUCT DESIGNERS (5 Positions) (GL 7 & 8 )
Focus: The Product Designers Shall Design the project protype using visually appealing designs
prior to project implementation.

Systems Engineering, or related field.

IT HARDWARE MAINTENANCE OFFICERS (7 Positions) (GL 7 & 8 )
Focus: The IT Hardware maintenance officers shall be responsible for the repair and maintenance of all ICT equipment and accessories such as laptops, printers, servers, monitors, desktops, satellite systems and photocopiers across all MDAs.

Educational Qualifications:

CLOUD SOFTWRE ENGINEERS (4 Positions) (GL 7 & 8 )
Focus: The Cloud Software Engineers shall be responsible for liaising with developers at BDIC to develop software that operates in the cloud. They will be responsible for upgrading, repairing and maintaining the software and databases.

Educational Qualifications:
• Bachelor’s degree, HND or Higher in Computer Science, Information Technology,
Systems Engineering, or related field.
• Relevant Certifications in Cloud Computing will be an added advantage

DEPARTMENT OF PLANNING, RESEARCH AND STATISTICS
The Department of Planning, research and Statistics collects and analyzes information to help with decision-making, accountability, and evaluation.

RESEARCH AND PLANNING OFFICER (1 Position) (GL 9 & 10)
Focus: Shall be responsible for managing field activities, ensuring that projects are executed
efficiently and effectively as well as overseeing research initiatives and strategic planning within
the organization.

Educational Qualifications:
Bachelor’s, HND or Higher in Statistics, economics, mathematics, computer science, sociology, or any related field is required.

DATA ANALYSTS (6 Positions) (GL 7, 8 & 9)
Focus: Collects, interprets and visualizes data to uncover insights.

Educational Qualifications:
• Bachelor’s degree, HND or Higher in Computer Science, Social Sciences, Statistics, Economics, Project Management, Information Technology, or a related field.
• A Certification in Data Science, Data Analytics, or related disciplines is an advantage.

M & E Specialist (1 Position) (GL 8 & 9)
Focus: The M & E Specialist shall be responsible for designing, implementing, and overseeing
systems to monitor and evaluate the effectiveness of the agency’s programs, projects, and policies.

They shall ensure that enforcement strategies and initiatives are measurable, aligned with
organizational goals, and contribute to the efficient use of resources.

Educational Qualifications:
• Bachelor’s degree, HND or Higher in Social Sciences, Statistics, Economics, Project
Management, Information Technology, or a related field.
• A Certification in Monitoring and Evaluation, Public Policy, Data Analytics, or related
disciplines is an advantage.

M & E Officers I & II (2 Positions) (GL 7, 8 & 9)
Focus: The M & E Officers shall Implements M&E frameworks for specific projects and initiatives. Collect, consolidate, and analyze performance data; Prepare reports highlighting key findings and recommendations.

Educational Qualifications:
• Bachelor’s degree, HND or Higher in Social Sciences, Statistics, Economics, Project
Management, Information Technology, or a related field.
• A Certification in Monitoring and Evaluation, Public Policy, Data Analytics, or related
disciplines is an advantage.

DATABASE OFFICERS (2 Positions) (GL 8 & 9)
Focus: The Database Officers shall be responsible for overseeing the design, implementation, maintenance, and security of the agency’s databases.

This role ensures the efficient storage, retrieval, and management of critical data related to enforcement activities, infrastructure monitoring, and operational processes.

Educational Qualifications:
• Bachelor’s degree, HND or Higher in Computer Science, Information Technology,
Database Management, or a related field.
• A Certification in a relevant field is an advantage.

DATA ENTRY CLERKS (20 Positions) (GL 5 – 7)
Focus: Data Entry Clerks shall be responsible for accurately entering, updating, and maintaining
data related to digital infrastructure enforcement activities.

They play a critical role in ensuring the integrity and accessibility of the agency’s records and databases.

The role requires attention to
detail, efficiency, and adherence to data protection standards.

Educational Qualifications:
• O’ Level Certificate or equivalent.Additional training or certification in data entry, office management, or computer applications is
an advantage.

M & E COMMUNITY LIAISON OFFICER/ FIELD MONITORING OFFICER (4
Positions) (GL 7 & 9)
Focus: The M&E Community Liaison Officer shall act as the primary link between the agency
and community stakeholders, ensuring that enforcement initiatives are effectively implemented and aligned with community needs.

The role focuses on collecting feedback, monitoring the impact of agency programs within communities, and supporting evaluation processes to enhance the relevance and effectiveness of digital infrastructure enforcement.

Educational Qualifications:
• Bachelor’s degree, HND or Higher in Social Sciences, Community Development, Public
Administration, Monitoring and Evaluation, or a related field.
• A Certification or additional training in community engagement or evaluation is an
advantage.

MONITORING TECHNICIAN (10 Positions) (GL 5 – 7)
Focus: The Monitoring Technician shall be responsible for the real-time monitoring and
maintenance of digital systems, infrastructure, and enforcement tools used by the agency. This role ensures that the agency’s technology platforms, surveillance systems, and monitoring equipment operate effectively to support compliance and enforcement activities.

Educational Qualifications:
• O’ Level Certificate or equivalent.
• Additional training or certification in Data Entry, Electronics, Computer Science,
Information Technology, Telecommunications, or a related field is an advantage.

EVALUATION ASSISTANTS I & II (10 Positions) (GL 5 – 7)
Focus: The Evaluation Officer shall be responsible for assessing the effectiveness, impact, and efficiency of programs, projects, and policies implemented by the agency. Their primary goal shall be to ensure that enforcement strategies and digital infrastructure initiatives meet organizational objectives and deliver value to stakeholders.

Educational Qualifications:
• O’ Level Certificate or equivalent.
• Additional training or certification in Data Entry, Electronics, Computer Science,
Information Technology, Telecommunications, or a related field is an advantage.
• A Certification in Monitoring and Evaluation, Data Analytics, or a relevant discipline is an
advantage.
